8. Adult education and training

8.1Distribution of responsibilities

The governance of adult education in Georgia is structured across multiple levels. The Ministry of Education, Science, and Youth (MoESY) holds primary responsibility for policymaking, in particular, the Vocational Education Development Department within the ministry is the key body responsible for policy implementation in adult learning. While, the Skills Agency, jointly established in 2021 by the Ministry of Education, Science and Youth of Georgia and the Chamber of Commerce and Industry through a public-private partnership, among other functions, develops national VET qualifications in collaboration with the private sector, ensures strengthening the capacity of VET providers, promotes private sector involvement in formal VET provision and allocates funding for vocational training/retraining programs. The National Center for Educational Quality Enhancement (NCEQE) ensures quality assurance of VET providers using the following mechanisms - authorization of VET Institutions, granting the right to implement vocational educational programs, granting the right to implement vocational training and retraining programs, conducting monitoring to ensure compliance with authorization standards for vocational education institutions, etc.[1]

The State Employment Support Agency (SESA)[2] implements labor market policies and ensures the offer of vocational training-retraining programs for job seekers, as well as their partial or full funding. The Education Management Information System (EMIS)[3], which is a legal entity under the MoESY, is responsible for collecting data and evidence on the education system as a whole.
