11.7Support measures for learners in adult education and training

11.7.1 Definition of the target group(s)

Adult education and training providers support learners with diverse needs, including individuals with low levels of basic skills, long-term unemployed persons, learners with disabilities, and those from migrant or minority backgrounds.

Learners’ needs are identified through initial assessments conducted by providers, often in cooperation with employment services and other relevant agencies.

11.7.2 Specific support measures

Adult education and training institutions provide flexible and learner-centred support measures tailored to individual needs.

In vocational education institutions, when a person is enrolled in a program, various services are offered. These may include state language teaching module, adapted instruction, financial support for provision of tailored services (a learning process assistant, an individual assistant, a sign language interpreter, an orientation and mobility specialist, adapted learning materials, an individual learning plan, transportation, and others.), non-formal and extracurricular activities, adapted procedures for enrolment, etc Psychosocial assistance may also be provided where necessary. Providers frequently collaborate with employment and social services to ensure that learning pathways align with labour market needs and that learners receive coordinated support.

Within almost all programs, a quota is allocated for people with special educational needs, amounting to up to 15% of the announced places, in addition to the maximum number of vocational education students.
