Accreditation

A formal external quality assurance process conducted by the National Center for Educational Quality Enhancement (NCEQE) to determine whether an educational programme meets national standards. Accreditation evaluates programme design, learning outcomes, assessment methods, human and material resources, and alignment with labour-market or academic requirements.

Academic Staff

Teaching and research personnel in higher education institutions, including professors, associate professors, assistant professors, researchers, and invited lecturers. Their responsibilities include curriculum development, instruction, student supervision, and scholarly activities.

Adult Education

Any organization authorised to offer structured learning opportunities for adults, including vocational training, retraining, literacy courses, and skills-upgrading programmes. Providers must comply with national authorization requirements.

Authorization 

(ავტორიზაცია)

A mandatory institutional evaluation process that verifies whether a school, VET institution, HEI, or adult learning provider meets basic operational standards. Authorization assesses governance, management, human and material resources, internal quality assurance, and institutional capacity to implement educational activities.

Board of Trustees 

(სამეურვეო საბჭო)

A governing body in public schools responsible for strategic planning, financial oversight, community engagement, and participation in the selection of school principals. Members commonly include teachers, parents, and community representatives.

Chancellor 

(კანცლერი)

The chief administrative and financial officer of a higher education institution. The Chancellor manages institutional finances, infrastructure, and administrative services and works alongside the Rector.

Curriculum 

(სასწავლო გეგმა/სილაბუსი)

A structured plan describing learning objectives, content, teaching methods, assessment approaches, and expected learning outcomes. In general education the curriculum is defined nationally; VET and HEIs design programme-specific curricula aligned to national standards.

Electronic Registration 

(ელექტრონული რეგისტრაცია)

A simplified procedure allowing VET institutions to register vocational training or retraining programmes that are based on already authorized modular programmes. Registration is conducted electronically and grants temporary approval to implement the programme.

External Evaluation 

(გარე შეფასება)

A formal review conducted by NCEQE-appointed experts to assess compliance with national authorization or accreditation standards. External evaluation includes document analysis, site visits, interviews, and expert recommendations.

External Quality Assurance 

(გარე ხარისხის უზრუნველყოფა)

Procedures carried out by NCEQE to evaluate whether educational institutions and programmes meet national quality standards. External QA includes authorization, accreditation, monitoring visits, and follow-up evaluations.

Higher Education Institution – HEI 

(უმაღლესი საგანმანათლებლო დაწესებულება)

An accredited institution authorised to offer bachelor’s, master’s, doctoral, or short-cycle programmes. HEIs operate with institutional autonomy and governance structures that typically include the Academic Council, Representative Council, Rector, and Chancellor.

Institutional Autonomy

The legally granted right of educational institutions—especially HEIs—to determine internal governance, staffing, curriculum, budget, and partnerships, within national regulatory frameworks.

Internal Quality Assurance

Institution-driven processes that aim to maintain and improve teaching, learning, governance, assessment, and student services. IQA includes annual self-evaluation reports, feedback mechanisms, and programme reviews.

A systemic effort to integrate global, European, and intercultural dimensions into education policies, curricula, mobility schemes, partnerships, and institutional practices.

National Qualifications Framework
