Educational support and guidance in Georgia are underpinned by a comprehensive legislative and policy framework that promotes inclusive, equitable and learner-centred education. Key provisions derive from the Law of Georgia on General Education, the Law on Early and Preschool Education, the Law on Vocational Education, the Law on Higher Education, and the Law on the Rights of Persons with Disabilities (2020). 

The national approach emphasises the integration of learners with diverse needs into mainstream settings, the early identification of learning barriers, and consistent access to support that enables all learners to complete compulsory education and participate in lifelong learning.

In early childhood and school education, inclusive education is implemented primarily through mainstream provision, supported by targeted measures for learners with special educational needs (SEN). Separate specialised institutions operate only in cases where learners require intensive, multidisciplinary support that cannot be provided in mainstream settings. To this end, Georgia maintains 7 specialised schools for learners with sensory, severe/profound intellectual, multiple disabilities, deaf-blindness, or behavioural and emotional disorders. These schools provide specialised programs and services not only for students but also for their parents and teachers, in accordance with the National Curriculum. Additional support measures are also available for learners experiencing disadvantage due to socio-economic conditions, linguistic or cultural background, migration, or risk of early school leaving. Furthermore, the state operates three boarding schools (school-pensions) specifically designed to mitigate socio-economic and geographical barriers. These institutions provide integrated residential and educational services.

Recent policy developments have strengthened coordination of inclusive education and support services within the education system to improve access, quality, and inter-institutional cooperation. The Department of Strategic and Inclusive Development was established. The Department aims to ensure an inclusive environment across education, science, and youth, providing equal educational opportunities for all individuals, including persons with disabilities, ethnic minorities, and children and youth from various vulnerable groups.

In December 2025, the Coordinating Council for the Development of Inclusive Services was created as a mechanism to integrate the Ministry’s structural units, its subordinate legal entities, and various national agencies. The Council’s objective is the coordinated, quality-oriented management of existing services to ensure equal opportunities and to incorporate the perspectives of all stakeholders into the policy-making process. 

In higher and adult education, institutions implement their own support mechanisms within state-defined regulatory frameworks. These include academic, psychological, social and financial support for students with disabilities, ethnic minority learners, socio-economically vulnerable groups and refugees.
