12. Mobility and internationalisation

Mobility and internationalisation constitute key pillars of Georgia’s education strategy and are formally embedded in the Unified Strategy for Education and Science 2022–2030. The national policy aims to integrate European and global perspectives across all levels of education, expand participation in international learning and teaching opportunities, and strengthen cross-border cooperation to support quality, relevance, and competitiveness. The Ministry of Education, Science and Youth of Georgia coordinates national efforts, while specialised agencies — such as the National Center for Educational Quality Enhancement (NCEQE) and the National Assessment and Examinations Center (NAEC) — contribute to recognition, quality assurance, and alignment with European mobility frameworks.

Georgia participates extensively in Erasmus+, which remains the main mechanism for student, teacher, VET student, and staff mobility at all levels. National policy encourages institutions to internationalise teaching and learning, develop joint and double-degree programmes, engage in European networks, and strengthen partnerships with universities and organisations abroad. Internationalisation is also supported by bilateral agreements, donor-funded initiatives, and cooperation with global organisations (UNESCO, OECD, UNICEF, Council of Europe, and others).

Across all levels of education, including vocational education and training, mobility is viewed as a means to improve learning outcomes, enhance employability, strengthen institutional capacity, and reinforce Georgia’s integration into the European Higher Education Area (EHEA) and the broader European education space.
