In 2023, the government continued its initiative to rehabilitate and build 800 schools by 2026, focusing on modernizing the infrastructure of schools to meet national standards.
In 2023, the process of authorization of schools began according to the requirements of the law on General Education, which became legally effective on the 1st of January 2023. Authorization is the main mechanism of external evaluation. Its purpose is to determine the compliance of schools with authorization standards - the actual level of schools against the quality indicators. This evaluation has become a starting point for the further development of the schools. In addition, a new corps of experts for the authorization of general education institutions has been created. To strengthen the capabilities of experts, trainings and workshops were held on the authorization process, the new standards and evaluation. The new composition of the General Education Institutions Authorization Council was approved. Per the updated regulations, methodological guides were developed, which were published on the Center's website www. eqe.ge and are available to all interested parties. Pilot authorization assessments were conducted in 3 public and 6 private general education institutions with updated standards and procedures. 6 recommendation guides for internal quality development for general education institutions were developed. In order to strengthen the capacities of private schools, trainings were conducted on all four new authorization standards. The authorization process will be completed in 2026.
In February 2023, the revision of the National Curriculum Standards began. With the involvement of all links of the education system, the knowledge, skills and values in each subject on which lesson teaching and student education should be based will be determined; emphasis is placed on the systematic integration of non-formal education into the educational process; the degree of school independence will increase - the school itself will determine with what resources, approaches and methods it will achieve the goals of the level; the concept of the secondary level will be oriented towards the multifaceted support of the student's self-determination and realization of his potential; in addition to the basic, mandatory program for everyone, at the secondary level, students will be offered in-depth courses in the subject area, as well as elective subjects for greater diversity, integrated professional programs..
To attract and retain qualified educators, the government implemented a teacher salary increase in May 2023. Additionally, a new career development program was introduced, offering professional growth opportunities, mentorship initiatives, and performance-based incentives.
2022
In April 2022, the government initiated a major school infrastructure development program, focusing on renovating existing schools, constructing new ones in rural and urban areas, and ensuring modern learning environments with updated safety standards.
As part of the general education reform, significant legislative amendments were made to the Laws of Georgia “On General Education” and “On the Development of the Quality of Education” at the beginning of 2022 in order to improve the quality of general education, develop flexible and effective quality assurance mechanisms and develop the process.
Based on the legislative amendments, with the broad involvement of stakeholders, a draft of the Minister of Education and Science of Georgia “On Amendments to the Order of the Minister of Education and Science of Georgia No. 99/n of October 10, 2010 on Approval of the Regulations and Fees for Authorization of Educational Institutions” was developed, which was approved at the end of 2022 and entered into force on January 1, 2023. In accordance with the amendments, the standards for authorization of general education institutions were completely changed, procedures and fees were updated.
The Government of Georgia approved the new Teacher Professional Development and Career Advancement Scheme on the proposal of the Ministry of Education and Science of Georgia. Within the Resolution of the Government of Georgia and the Rules for conducting subject and professional skills exams for teachers approved by Order №42/N of 21 March 2022 of the Minister of Education and Science of Georgia, the National Assessment and Examinations Center conducts subject and professional skills exams, as well as exams for special teachers.
2021
A new national assessment concept was introduced in August 2021. Within the framework of the National Center for the Development of Educational Quality, a new concept for the development of general education quality assurance has been developed, which takes into account updated standards and procedures for the authorization of general education institutions. According to the concept, the standards for the authorization of general education institutions concern the following issues: school philosophy, school curriculum, administrative and infrastructural support of the educational process, student support.
In 2021, important activities were launched to support the reform, such as the creation of the Institute of Quality Assurance Specialists.
