2026

By Government Decree No. 174 of 26 January 2026, the National Concept of the General Education System Reform was approved. The Concept establishes the strategic framework for restructuring the organisation and duration of general education and defines phased implementation measures beginning in the 2026–2027 school year. Status: adopted.

In early 2026, amendments to the Law of Georgia on General Education were adopted and entered into force. Full general education lasts between 11 and 12 years. It is organised into three levels: primary education (Grades I–VI), basic education (Grades VII–IX) and upper secondary education (Grades X–XI), with an optional Grade XII. A full general education certificate is issued after completion of Grade XI, while transitional provisions regulate the implementation of the new structure. Status: adopted; phased implementation 2026–2028.

The amendments also introduce compulsory school uniforms at the primary level from the 2026–2027 school year, establish targeted state programmes for free provision of textbooks and uniforms, regulate the use of electronic communication devices in public schools and introduce restrictions on employment in schools for staff dismissed for violence against pupils—status: adopted. Implementation phased from 2026 onwards.

To further facilitate digital transformation, a Learning Management System (LMS) is being piloted in 2026. Edsby, an innovative K-12 education learning platform, has been selected for this purpose. The Edsby platform's functionality is being developed and localised.

2025 

Since June 2025, the Ministry has begun large-scale implementation of the „STEAM education“ programme to strengthen the fields of technology, engineering, visual arts, and mathematics in schools, introducing modern, innovative teaching approaches and developing school resources to enhance the creative and analytical skills of students and teachers. The subprogram includes activities such as conducting educational training, providing subject-specific mentoring, sharing teaching resources and innovative approaches, and offering ongoing support to the educational process in partner schools, as well as implementing student-led innovative projects. Through these activities, the subprogram aims to improve the learning environment, support teachers’ professional development, and enhance the quality of education at a systemic level. Status: implementation phase.

The implementation of vocational education programs in schools is expanding. Students in grades XI-XII have the opportunity to master a profession at school, in parallel with their complete general education, receive a certificate confirming complete general education and a diploma confirming professional qualifications. and, if desired, continue their studies at a higher education institution.

In October 2025, following a structural reorganisation, the Ministry established the Department of Strategic and Inclusive Development. This new unit is mandated to ensure an inclusive environment across all levels of education, science, and youth policy. Its objective is to provide equal opportunities for all individuals, including persons with disabilities, ethnic minorities, and youth with diverse needs, ensuring they have equal access to all state services and resources.

To support digital transformation, a mobile application for the school's electronic journal was created in 2025. The application allows teachers to record student attendance and grades from their smartphones. And parents to instantly receive notifications about their child/children's educational activities.

2024

In July 2024, a new remuneration mechanism for teachers was introduced, leading to unprecedented salary increases and a revision of the professional development and career advancement scheme.

A complete general education in Georgia consists of three levels: primary, basic, and secondary education. According to the Constitution of Georgia (Par. 2 Art. 27), primary and basic education is compulsory. By amendments to the Law of Georgia on General Education adopted on 18 July 2024, under which compulsory general education has increased from 15 years to 16 years, which in its turn coincides with the minimum employability age in Georgia.  As a result of the legislative changes, primary education lasts six years (as before), basic education now lasts four years, and secondary education lasts two years.

This amendment to the Law improves the condition regarding children’s rights. The quality of their protection and preparation for future life improves, as does the probability of making a well-founded decision regarding the transition to the next stages of education.

By Resolution of the Parliament of Georgia dated 12 June 2024, the ‘National Goals of General Education’ document was approved. National curriculum, educational resources and school environment will be improved based on the National Goals.  The document was developed as a result of broad public consultations and active engagement of the school community. It is based on values ​​and principles, such as state-oriented thinking, respect for family, state language, history and culture, analytical and critical thinking, digital citizenship, creativity and innovation, environmental awareness, respect for ethnic diversity and cultural heritage, a free, democratic and peaceful society, sustainable development, inclusion, tolerance and justice, high civic awareness, etc.

In November 2023, an amendment to the Law of Georgia "On General Education" was introduced, based on best Norwegian practice, creating the basis for implementing a new system supporting inclusive education in the Office of Resource Officers of Educational Institutions (ORO). The new model supporting inclusive education entered into force on June 1, 2024. The Inclusive and Special Education Support Center (division) was established under the Office of Resource Officers of Educational Institutions to provide psycho-educational assessment and counseling services. The process of setting up the center and transitioning existing support services and professionals from other state organizations has been completed. 

In 2024, the reform of the national curriculum advanced significantly, with revisions of subject standards and the development of new teaching and learning resources.
