11.8Guidance and counselling in a lifelong learning approach

11.8.1 Academic guidance

Vocational education institutions, adult education centres and public employment services provide academic guidance for adult learners. It supports individuals in identifying appropriate learning opportunities, planning educational pathways and engaging in further education, including second-chance programmes.

All public vocational education institutions have the position of a vocational orientation and career planning manager. Their main goal is to provide interested individuals with information about the programs available at the college. They conduct individual and group consultations with vocational education students/applicants and provide information and advice on employment, further education, or career development opportunities.

11.8.2 Psychological counselling

Psychological support services assist adult learners in addressing personal and emotional barriers to participation in education and training. These services are particularly relevant for individuals returning to education after long periods, as well as for those affected by unemployment or displacement.

11.8.3 Career guidance

Career guidance in a lifelong-learning context is closely linked to labour market services. It includes support for skills assessment, career planning, job-search strategies and access to retraining or upskilling opportunities.

These services aim to facilitate adults’ reintegration into employment and to support their continued participation in lifelong learning.

In 2024, the Strategy for Career Guidance, Counselling, and Career Planning in Formal Education for the period 2024–2030 was adopted. It covers all levels of the education system and will further support students' career guidance.
