In Georgia, post-secondary non-tertiary education refers to education programs that are offered after the completion of upper secondary education but do not belong to the higher (tertiary) education sector. These programs are primarily vocational in nature and are designed to provide learners with advanced practical and professional skills necessary for immediate employment or for upgrading qualifications in a specific occupational field.

These programs are regulated under the Law on Vocational Education (2018) and are aligned with the National Qualifications Framework (NQF). They typically correspond to Level 5 of the NQF and are distinct from bachelor-level programs, which start at Level 6.

Post-secondary non-tertiary education forms a crucial part of Georgia’s strategy to modernize its VET system and to align with European standards, such as those promoted through the European Qualifications Framework (EQF) and the Torino Process. These programs enhance the employability of the workforce and respond to evolving labor market demands.
