11.5Support measures for learners in higher education

11.5.1 Definition of the target group(s)

Higher education institutions provide targeted support to students with disabilities, socio-economically disadvantaged students, ethnic minority learners, refugees, international students and those facing psychosocial challenges. Institutions determine eligibility based on self-identification, documentation submitted by the student or assessments conducted by institutional support services.

11.5.2 Specific support measures

Universities offer academic, social and financial support tailored to students’ needs. Measures may include accessible learning environments, adapted teaching and assessment, assistive technologies, tutoring and language preparation courses where necessary. Financial assistance is provided through scholarships, tuition fee waivers, and emergency support schemes. Institutions cooperate with health, social and state agencies to ensure coordinated assistance. 

The organisation and scope of support measures are determined by individual institutions within the national regulatory framework.
