9.Management and Other Education Staff

This chapter describes the main management and other education staff working in Georgia’s education system. It covers staff in early childhood and school education, higher education, and vocational education and training, including adult education. Their roles, responsibilities and employment conditions are defined by national legislation and, where relevant, by institutional or municipal regulations. 

Overall, the system aims to balance central oversight with institutional autonomy, aligning with the principles of transparency, participation, and accountability outlined in the Law of Georgia on General Education (2005, as amended) the Law of Georgia on Early and Preschool Education (2016), Law of Georgia on Vocational Education  (2018, as amended)and the Law of Georgia on Higher Education (2004, as amended)

The governance of education is primarily exercised by the Ministry of Education, Science and Youth of Georgia (MoESY). However, early childhood and preschool education is decentralised and falls under the responsibility of local self-government bodies (municipalities), which have exclusive authority over the establishment, management, and funding of public preschool institutions.
