Georgia has recently embarked on a significant reform in the field of Early Childhood Education and Care (ECEC) by implementing a quality assurance system. As part of this reform, during the reporting period, the authorization process for early childhood and preschool education institutions for the 2025–2030 period was launched.
Legislative preparation for the wider implementation of diversified preschool services also advanced in mid-2025. Expansion of bilingual preschooling continued, supported by the systematic mentoring of teachers and the provision of new resources.
2024
In 2024, the government expanded access to early childhood education through the establishment of approximately 150 new school readiness groups in public schools.
New early childhood education standards were rolled out, focusing on play-based methodologies, socio-emotional development, and inclusive approaches. Special attention was given to non-Georgian speaking communities: 61% of minority-language preschools adopted bilingual provision, while teachers received weekly mentoring and new bilingual resources to improve instruction.
In July 2024, the Ministry also advanced the development of a national concept for diversified preschool education, aimed at ensuring universal and inclusive access.
The Government of Georgia approved the revised version of the "State Standards of Early and Preschool Care and Education". The revised standards focus on the Early Childhood Education and Care (ECEC) community's attention on aspects of inclusive early childhood and preschool education, such as: ensuring a non-violent and non-discriminatory environment free from religious indoctrination and proselytism by ECEC institution employees; understanding of the principles of universal design by the staff and the possibility of independent assessment of needs for the involvement of children with special educational needs in educational processes and for their emotional safety; indicating the ownership of assistive technologies for working with children with disabilities; providing information to children and parents of ethnic minorities in their mother tongue.
To standardize and improve early childhood education services, a National Quality Assurance Framework was created in September 2023. This framework sets clear guidelines for curriculum delivery, teacher-student ratios, infrastructure standards, parental involvement, etc. Regular inspections and performance evaluations were introduced to ensure compliance.
