In 2023, significant initiatives were introduced to the authorization of kindergartens, with the introduction of a new quality assurance framework for early childhood education. As part of these reforms, all kindergartens are required to conduct self-assessments and prepare for the authorization process. The process will begin in 2025 and will be fully implemented by 2030. The government also expanded the electronic registration system for private and public kindergartens, improving oversight and access to services. An Authorization Council for Early and Preschool Education Institutions was established and a corps of experts was formed.
From February 2023, the registration for institutions in the form of individual entrepreneurs, but also for all private and public institutions, began and ended on March 31, 2023. As for the information system for the temporary management of early and preschool education and care, the creation of the mentioned system on the basis of the requirements of the Law “On Early Childhood and Preschool Education and Care” is planned for 2026. This registration aimed to create an electronic platform for the KG to know how many and what type of services are provided nationwide.
A revised early childhood education standards were launched in March 2023 to promote holistic child development. The new framework emphasized play-based learning, social-emotional development, and digital literacy. It also integrated inclusive education principles, ensuring that children with disabilities receive appropriate support.
To standardize and improve early childhood education services, a National Quality Assurance Framework was implemented in September 2023. This framework sets clear guidelines for curriculum delivery, teacher-student ratios, infrastructure standards, and parental involvement. Regular inspections and performance evaluations were introduced to ensure compliance.
2022
In 2022, amendments to the Law on Early and Preschool Education came into effect.[1], transferring the responsibility for the authorization of kindergartens to the central government. The National Center for Educational Quality Enhancement was tasked with monitoring and supporting the quality of early childhood education. The reforms aimed to ensure that all children, including those from vulnerable backgrounds, have access to quality early childhood education.
Since 2022, in line with the law of Georgia “On Early Childhood and Preschool Education and Care”, the primary registration electronic system of kindergartens has been introduced. The purpose of the database is to register all private and public kindergartens operating in the country. With LEPL - Education Management Information System (EMIS), the platform was piloted, and institutions were trained in the registration process. The initial registration of private and public early and preschool education and education service providers in the electronic registration system began. More than 1,900 private and public institutions were registered on the platform. A legislative change was made - individual entrepreneurs providing early and/or preschool education and education services were allowed to register on the platform.
In 2022, a Positive Parenting Program was created to be implemented by early childhood and preschool education institutions, taking into account best international practices, local resources, and needs.
2021
In April 2021, the government launched a large-scale preschool infrastructure development program. The program focused on building new preschools in rural and urban areas, renovating existing facilities, and upgrading play and learning environments to meet modern educational standards.
To ensure consistent quality in preschool education, Georgia introduced national authorization standards for early childhood education institutions in January 2021. These standards covered curriculum implementation, teacher qualifications, child safety, and inclusive education practices.
