There have been no major reforms.

2023

In December the Parliament passed Act. No. 107/2023 where changes were made to various legislation in order to harmonize it with Act No. 86/2021, including legislation on pre-school Act No. 90/2008. With Act No. 107/2023 small but significant changes were made toward integration of services for the welfare of children. Among the main changes is a new provision that all teachers and staff must systematically promote the welfare and well-being of all pre-school children with a new approach. Following the approval of Prosperity Act (Act No. 86/2021) the preparation for the implementation started, but it is expected that the implementation process will last up to five years, or until the end of 2026.

In August, with notice no. 897/2023, significant changes were made to some of the chapters of the National Curriculum Guide for pre-schools emphasising play as a method of learning in promoting children's well-being and development during this school stage. The amendments also address digital competences with emphasis on the approach of learning through play. The changes also make it more clear that it is the professional duty of teachers and leadership of setting to make it so that the children are guided in a sensible way regarding use of technology and that children must learn how to use technology in a wise, safe and a sustainable manner.
