13.1National reforms in early childhood education and care

The Inclusive Early Childhood Education project, implemented over six years by the Ministry of Education with support from the World Bank and relevant national stakeholders has been finished in June 2025.

This project aimed to improve the accessibility, quality, and inclusiveness of preschool education in Serbia, particularly for children from vulnerable social and economic backgrounds. Through a combination of national-level reforms and targeted local initiatives, the project expanded access to early education, enhanced teaching practices and institutional standards, and provided direct support to disadvantaged families. A dedicated management structure and inter-ministerial coordination ensured effective implementation, resulting in strengthened early education systems and improved educational equity across the country. The project was structured around three main components:

  • Component 1: Enhancing Accessibility – Capacity‑building to expand access to preschool programs, particularly through targeted grant schemes in local municipalities.
  • Component 2: Improving Quality – Initiatives aimed at upgrading the inclusivity and pedagogical effectiveness of preschool services.
  • Component 3: Support to Vulnerable Groups – Direct support to children and families from socially sensitive groups, including communication, outreach, and tailored services
