Developing a Home-Based Child Care Service Model through Qualified Child Caregivers

In December 2024, the MoFSS, in cooperation with UNICEF, launched the Home-Based Child Care Service Model Development Project through Qualified Child Care Providers. The project aims to create a system that will enable home-based childcare services to be carried out under public supervision through qualified and certified caregivers.

Mobile Teacher Classroom and Transportation Center Kindergarten Pilot Implementations

In order to provide access to education for children in out-of-school settlements, the “Mobile Teacher Classroom” model, where a teacher provides flexible-time education in more than one center, and the “Transportation Center Kindergarten Classroom” model, where children from more than one settlement receive education in a single center, were developed. In the 2023-2024 academic year, 19 mobile teacher classes with 54 villages and 314 children in 10 provinces and 66 transportation center kindergarten classes with 249 villages and 1349 children in 17 provinces were implemented.

Pre-primary Education School Orientation Guide and Activity Calendars

In order to support the orientation process to be carried out with families and children, an orientation guide and a presentation for the meeting were prepared. The guide includes behaviors expected from families, teachers, and school administration, behaviors to be avoided, an implementation schedule for the adaptation week, and 12 activity examples. In the 2023-2024 academic year, “Pre-primary Education Semester Holiday Activity Calendar”, “Pre-Primary Education Midterm Holiday Activity Calendar” and “Family and Child Midterm Holiday Activity Calendar” were delivered free of charge to children attending pre-primary education.

The Lingusitic Wealth of Our Language in Pre-primary Education

An action plan has been published for the activities to be carried out within the scope of Linguistic Wealth of Our Language Project in order to enhance vocabulary skills of children attending pre-primary education and support their early literacy skills. In the Action Plan, ‘Family Letter’ for families and ‘Activity Samples’ for teachers were prepared and delivered to schools.

Family Bulletin in Pre-Primary Education

The Ministry prepares “Monthly Family Bulletins” for families with children attending pre-primary education. Pre-primary teachers were surveyed to determine the topics to be covered in the Monthly Family Bulletins. As a result of the feedback from the teachers, the 10 preferred training contents were determined as; parental attitudes, the importance of play, the role of family in education, adjustment and behavioural issues in children, responsible use of technology, the purpose and importance of pre-primary education, privacy education, effective communication, positive discipline, child development characteristics, moral education. In the Monthly Family Bulletins prepared by evaluating the survey results, care is taken to use a language that families can easily understand. The bulletins are published digitally. In order to ensure the sustainability of the Monthly Family Bulletins, they are prepared to include different topics and suggestions for families every month.

“365 Days of Stories” in Early Childhood Education

A project called “365 Days of Stories” was initiated by the Ministry to write the storybooks needed for pre-primary children, starting from early childhood, in order to help children develop reading habit, enhance their vocabulary, and support the development of their listening and speaking skills. Within the scope of the project, the “365 Days Story Set” consisting of 53 illustrated children’s books was distributed to all official pre-primary pre-primary education institutions between 2021 and 2023. A web page was created for the 53 storybooks in the 365 Days of Stories set, which the Ministry prepared for vocalization and preparation for digital format. In addition, the storybooks were translated into English and dubbed, and the content of the storybooks were translated into children’s songs to be used in the English platforms developed by the Ministry of National Education.

Parent-Child Support Training Program

With the ‘Child Support Education Program and Parent Support Education Program’, whose framework program was prepared by MoNE and added to the e-Yaygın system, the first official intervention program that includes children and families in the education process at the same time was implemented. The Child Support Education Program and Parent Support Education Program aims to increase the interaction of parents with children between the ages of 3-6 with their children, to support the holistic development of children and to support parent-child development holistically. An Implementation Guide for the Parent Child Support Education Program has also been prepared to guide practitioners and prevent any problems that may occur in practice.

With this program, it is ensured that children aged 3, 4, and 5, primarily 5 years old, who cannot access pre-primary education due to various reasons (insufficient physical capacity due to dense population, children from poor households, settlements without schools, etc.) benefit from pre-primary education, that classrooms that remain empty outside of school hours can be used effectively, and that parents are informed about their children’s development (cognitive, social emotional, physical, language and self-care).

My Play Chest Set and Early Childhood Education Calendar

In order to support children living in underprivileged households who do not have access to preprimary education at home, “My Play Chest Set” containing 52 different materials was prepared. With the preprimary education at home model, these sets are delivered to the student and the family. Within the scope of the model, the academic and social development of the student is monitored through regular home visits and the areas where the student is in need are supported. Guidance services are also provided to families. In the 2019- 2020 academic year, 500, in the 2020-2021 academic year, 3200, and in the 2021-2022 academic year, 9476 boxes were delivered to children’s homes and regular home visits were carried out. In the 2022-2023 academic year, 13,200 “My Play Chest Sets” were delivered to children and 12,000 of these sets were delivered to pre-primary children of families affected by the Kahramanmaraş earthquakes on February 6, 2023.

The Early Childhood Education Calendar in the My Play Chest set starts with the opening of school in September, and the calendar contains a variety of content such as activities that families can do with their children for 365 days, interesting facts, the word of the day, fun narratives introducing various geographical regions of our country, games and experiments. The Early Childhood Education Calendar, which was prepared primarily to be sent to children in underprivileged households, has been made available digitally for the benefit of all families and pre-primary age group.
