9.3Continuing professional development for teachers working in early childhood and school education

In this section, the structural elements of teachers’ professional development trainings in Türkiye and the studies that have been and are being carried out for the participation of these teachers in continuous professional development trainings are discussed.

Organizational Aspects

In order to ensure continuity in the professional development of teachers and administrators in MoNE, National Education Academy is responsible for organizing professional development activities that are planned, sustainable, trackable and integrated with professional practices. These activities can be carried out centrally or locally through face-to-face or distance education. Professional development activities to be organized for teachers and administrators are determined in accordance with the demands and needs, changes and developments in the field of education and the policies of the Ministry. MoNE prepares individual professional development plans for the personal and professional development of teachers and administrators for five year periods, taking into account the type and level of school they work in and their areas of assignment. Professional development activities are regularly monitored and evaluated, and the results of the evaluation are taken into consideration in the professional development activities to be planned. The procedures and principles regarding the plans, programs, implementation and evaluation of practices to be established for the professional development of teachers and administrators are determined by the Regulation on In-Service Training for Ministry of National Education Personnel.

Professional development activities consist of the following trainings:

  • Candidacy training for teachers appointed for the first time
  • Training to prepare for higher positions
  • Trainings of specialized trainers
  • Professional and personal development trainings
  • Adjustment training for teachers who have changed their field of expertise
  • Informative conferences, panels, forums, symposiums, etc. trainings
  • Trainings organized for teachers in cooperation with higher education institutions
  • Induction training for teachers appointed for the first time

Professional development programs are carried out in line with standard education programs. In 2023, the number of standard training programs in use reached 1907 with the newly prepared/updated programs. In service training activities are structured in four separate groups.

  1.  Personal Development Trainings 

    In this framework:

    • Technology usage skills
    • Life skills
    • Adult education
    • Professional development activities are organized in the areas of research and development skills.
  2. Teacher Trainings

    In this framework:

    1. General Field Trainings for the Teaching Profession: Educational Sciences, Use of Technology in Education, and training courses that support the general field.
    2. Specialised Field Trainings: Training courses specifically focused on areas such as Information Technology, Child Development, Science, Special Education and Guidance, Arts and Design, Social Sciences, Sports, Technical Education, and Primary Education
  3. Specialized Trainings

Special trainings are organized for MoNE personnel in areas such as planning, staff restructuring, introducing programs and curricula, introducing new skills, and training the implementers of the trainings to be provided. In this context, Branch Change, Trainer Training, Promotion and Career Trainings and Career in Teaching Profession Trainings are provided.

  1. Management and Corporate Trainings

It covers trainings to increase the knowledge, skills and adaptation of administrators in schools and institutions affiliated to MoNE to the developments within the scope of renewed programs and curricula and to increase their skills and experience in technological programs and applications.

Through in-service training activities, teachers are provided with professional and personal development training in areas such as candidacy, adaptation, knowledge renewal, development and preparation for higher positions, field change, pedagogical formation, foreign language, computer, special education.

In order to increase the knowledge and experience of teachers in the fields of general culture, special field education and pedagogical formation, to gain new skills, to find solutions to problems encountered in education and training, to prepare and implement plans and programs according to the needs of students and the environment, the program sent to the governorships within the scope of professional studies is implemented for one week in April, June, September and November every year.
