13.Mobility and internationalisation

Türkiye aims to participate in cooperation with states and international organizations to promote mobility and internationalization actively, to contribute to the establishment of universal education norms, practices and policies, and to take part in international cooperation.

Educational activities of international organisations such as the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Council of Europe, the Organisation for Economic Co-operation and Development (OECD), the Economic Cooperation Organization (ECO), the Black Sea Economic Cooperation (BSEC), the Organization of Islamic Cooperation (OIC), and the European Union (EU) are closely monitored, and the education community is regularly informed about these developments.

Türkiye continues its activities in the establishment of the European Education Area and the implementation of the Strategic Framework for European Cooperation in Education and Training for the next period (2021-2030), the Bologna Process and Union programs.

The grant programs within the scope of the European Union Education, Youth and Sports Programs are carried out by the Turkish National Agency under the name of Erasmus+ program and European Solidarity Corps (ESC). The Erasmus+ program has gathered all sub-programmes and activities related to general and vocational education as well as education into a single program with a holistic approach. With the Erasmus+ program, mobility is carried out not only with European countries and third countries associated with the program (Republic of North Macedonia, Serbia, Iceland, Liechtenstein, Norway and Türkiye), but also with third countries not associated with the Program.

Erasmus+ and ESC, covering the call years 2021-2027, are the EU’s new grant programs in the fields of education, youth and sport. They support education, training, internships, professional development, nonformal learning-based youth activities abroad and cooperation between institutions. The overall objective of the Erasmus+ program is to contribute to the dimensions of sustainable growth, quality in work, quality in occupation, social cohesion, promoting innovation, strengthening European identity and active citizenship by supporting the education, training, professional and personal development of individuals in the fields of education, training, youth and sport through lifelong learning. ESC enables volunteering, solidarity and networking activities in projects that benefit society. It promotes the personal, educational, social and professional development of young people and is a European Union initiative that aims to meet societal needs by creating opportunities for young people to volunteer, work or network in projects that benefit society in their own country or abroad.

Within the framework of the Erasmus+ program, projects funded in the fields of vocational education and training, pre-primary education, primary and secondary education, adult education and higher education contribute to the education and training sector. The general priorities of the Erasmus+ program are inclusion and diversity, digital transformation, combating the environment and climate change, participation in democratic life, shared values, and civic engagement. The R&D units operating within the provincial directorates of national education in 81 provinces under the MoNE Directorate of Strategy Development provide the necessary support and contribution to teachers, students and administrators, especially in the Erasmus+ program.
