In addition to institution-based access, flexible-time models have been developed to ensure children in underprivileged areas can benefit from pre-primary education. According to the Ministry of National Education Regulation on Pre-primary and Primary Education Institutions, access models such as mobile classrooms, transportation-based kindergartens, and summer programs can be implemented where low population density or inadequate physical infrastructure prevents the opening of standard classes.

Provincial or district commissions determine which schools will implement home-based pre-primary education. A commission—comprising the school principal, a pre-primary teacher, and, if available, a guidance counselor—is responsible for identifying children eligible for this model. Educational Curriculum and Guidelines
In MoNE-affiliated public and private pre-primary institutions, the school year must include a minimum of 180 working days. These days are counted from the official start date of classes to the end date, including national holidays with student participation in ceremonies. Public holidays and days when the school is closed for any reason are not included in this calculation.

Enrollment Requirements for Pre-primary Education and Care
According to the Basic Law on National Education and the Law on Primary Education and Training, pre-primary education is voluntary and covers the education of children who have not yet reached the age of compulsory primary education. Although it is not mandatory, the goal is for every child to benefit from at least one year of pre-primary education. According to the MoNE Regulation on Pre-primary Education and Primary Education Institutions, enrollment priority is given to children in the five-year-old age group.
