OVERVIEW
- In Belgium – Flemish Community, all students in first, second and short cycle programmes pay fees.
- Differentiation policies based on the field of study or programme are not applied.
- Waivers or reductions are available for second cycle students and are subject to socio-economic criteria.
- Direct financial support is offered in the form of grants. Loans are not available.
- Indirect financial support to students and their families is provided through tax benefits for parent and for students with income, and family allowances (for parents of students until the age of 25).
Minimum, maximum, and most common annual fee amounts (in EUR)
FEES

All categories of students in all cycles are required to pay fee, except in the following cases:
- When a student is enrolled in a programme with a view to obtain a degree on the basis of one or more certificates of aptitude or certifi cates of prior learning.
- When a student is enrolled in the framework of ‘bi-certification’ (= double / multiple degree). In the case of bi-certification a student receives a degree from the two HEIs where (s)he has taken part of the programme. Both HEIs thus offer the entire programme but the student has the choice to take part of the programme at another HEI. In the case of bi-certification the student must be enrolled at both HEIs in the academic year in which the degree is to be granted.
- The concepts of full-time and part-time student are no longer used in first, second and short cycle higher education programmes. Credit based system is used: One year comprises 60 credits but a student can take a minimum of 3 ECTS (extended lenth of study) or more than 60 ECTSs (in case the students needs to recuperate course from a previous academic year or when a student is combining two programmes).
- All students not receiving a need-based grant pay their tuition fees in two parts: 1) a fixed amount of EUR 253.60 for academic year 2023-2024, 2) a flexible amount according to the number of credits taken in the academic year in question. For 2023-2024 a student pays EUR 12.10 per credit taken (students almost on a need-based grant pay EUR 4.70 per credit). Since the fixed amount is the same for 'full-time' students (i.e. 60 credits) and students taking less than 60 credits a year (the status of part-time student does not longer exist in BEnl), the latter will relatively seen pay more than so-called full-time students. For the same volume of studies however the same fee is paid.

The higher education institutions can determine the tuition fee for foreign students who do not fall under Article II.215 of the Higher Education Codex.
- Students may receive a waiver or reduction if they meet the following requirements:
- They have the Belgian nationality on the 31st of December of the academic year in which they are requesting the waiver/reduction. If they do not have the Belgian nationality, the parents of the student need to have lived or worked (or are working) in Belgium. - The family situation and the income of the person(s) responsible for the support of the student. This includes not only wages but also, for example, received benefits and alimony payments
- The study must be taken up at an officially recognized and financed institution by Flanders.
- The study must lead to achieving a diploma.

Need-based grants are available to home and international students full and part-time students in all cycles.

Merit-based are available to home full and part-times students in second cycle.

Universal grants are not available.

The amount of study grant depends on the amount of credits in a students programme for a specific year. There does not exist a clear division between full-time and part-time students, however: students with a programme of less than 27 credits in a year do not qualify for a grant (exceptions do apply)..

There is no age limit for accessibility to grants.
