In non-formal vocational and technical education, trainers with various statuses, qualifications and educational qualifications are employed. In the event that there are not enough teachers and permanent master trainers in the institution and in the education region where the institution is located, the need is met from among those who are willing to work in return for course fees. Assignments for course fees are made according to the following order of priority: Priority Order in Assignments Paid by Hourly Teaching Fees specified as follow:
- Tenured teachers and tenured master trainers
- Faculty members and lecturers working in higher education institutions.
- Bachelor's degree graduates working in official institutions in the required field.
- In the event that it is not possible to assign among these people, a master teacher in return for course fee is assigned through an announcement.
- If the need is not met with these people, retired people are ranked according to the Master Instructor Application Evaluation Form and assigned as master instructors.
- The qualified instructor is assigned based on their ranking in the evaluation form.
