The Directorate General of Lifelong Learning is the unit responsible for non-formal and adult education services. According to the Regulation on Lifelong Learning Institutions, adult education in Türkiye includes all kinds of learning activities in which individuals who are at any level of the formal education system, or who have left or completed this level, participate to improve their individual, social and employment-related knowledge, skills and competencies within the scope of lifelong learning.
Public Education Centers, Advanced technical school for girls, Open Education Schools operate under the General Directorate for Lifelong Learning with regard to adult education recognized within the scope of lifelong learning. Within these institutions; courses and non-course activities; document, equivalence and recognition of prior learning; vocational training activities, research, development and archiving procedures, national and international promotion activities, design, production and marketing activities in enterprises; vocational and technical training activities for the development of a qualified workforce; activities involving the organization, participation, representation, and publication related to all kinds of competitions, fairs, exhibitions, symposiums, panels, projects, cooperation certificates, and artistic, social, cultural, and similar events; Open education schools services, and distance learning activities are carried out.
All training and education activities, other than in-service training activities to be carried out by other public institutions or private organizations, are carried out in cooperation with institutions affiliated to MoNE. In addition to the above, the Turkish Employment Agency under the Ministry of Labor and Social Security maintains active work programs. VQA prepares national occupational standards and national qualifications. The Turkish National Agency provides mobility and cooperation opportunities in the fields of education, training, youth and sports under the Erasmus+ program. It funds projects related to school education, adult education and vocational training in the field of education. MoFSS, on the other hand, carries out activities related to family education. Budget planning and allocation of funds for expenditures such as equipment of educational environments, maintenance-repair expenses, fuel for heating purposes and material needs, which are necessary for the sustainability of this multi-stakeholder structure within the scope of adult education, are carried out by the relevant central units.
Private education activities carried out by private institutions are governed by the Law on Private Education Institutions. The duty of supervision and inspection of these activities is assigned to MoNE. In the course programs used for activities carried out within the scope of adult education in Türkiye, the Framework Curricula approved by the Board of Education, as well as the National Occupational Standards published in the Official Gazette in accordance with national and international vocational education standards are taken into consideration.
