Student Mobility
In Türkiye, international student mobility is predominantly at higher education level. Students enrolled in formal education in higher education institutions (or recent graduates within the framework of the program rules) can participate in Erasmus+ Higher Education Student Mobility. Students studying in open education and similar (distance education) programs cannot benefit from mobility activities. Student mobility is realized in two ways: learning mobility and internship mobility:
Learning Mobility
Erasmus+ Student Mobility for Higher Education is a part of Erasmus+ Higher Education Mobility carried out by the Turkish National Agency, in which a student enrolled in a higher education institution carries out a part of his/her education in a higher education institution abroad that is partnered with an interinstitutional agreement. The mobility is carried out within the framework of the Erasmus Charter for Higher Education (ECHE) and the existing inter-institutional agreements of the higher education institution. The study period may also include an internship activity. In addition, in the new period, students may undertake “blended mobility”, which includes physical mobility as well as virtual learning, or “blended intensive programs” may be used where appropriate. The duration of the activity can be between 2 months (or one academic semester) and 12 months, which can be completed within the same academic year, valid for each level of study separately. During the Erasmus+ period, higher education student learning mobility was carried out country-centered to European Countries within the scope of the Higher Education Mobility between Program Countries activity and to many countries from all over the world with the Higher Education Student and Staff Mobility activity with countries associated and not associated with the program.
Based on the Law on Students to be Sent to Foreign Countries and the Regulation on Turkish Students’ Studies Abroad, the Ministry of National Education (MoNE) provides the opportunity for students to pursue postgraduate education abroad under official scholarship status in order to meet the needs of qualified human resources in higher education institutions and public institutions. All the necessary information for those who will benefit from the program to become scholarship holders is available on the MoNE website and all works and procedures in this regard are carried out by the relevant general directorate.
This training is a mutual agreement. According to the law, upon completion of the training, compulsory service is required for twice the amount of time spent abroad for postgraduate education. This service refers to the period of service to be spent as academic staff at the university in whose name the scholarship was received or in a position in the institution in whose name the scholarship was received. Scholarship holders to be sent abroad under the Law must first meet the requirements of a base score from the ALES written exam and a certain undergraduate graduation average. The placement score is determined by taking into account 40% of the ALES or written exam score, 40% of the oral exam score and 20% of the undergraduate graduation grade point average. Candidates with a placement score of 70 and above are placed in quotas according to their preferences and score superiority. Additional placement can be made for vacant quotas. In case of equal scores, the candidate with the higher foreign language score is given priority (Regulation on Turkish Students’ Education in Foreign Countries). The amounts paid to scholarship recipients vary according to the local conditions of the country of study. Current scholarship amounts are determined according to the provisions of Communiqué No. 32316.
As of January 2025, the total number of official scholarship students is 2,994. For the 2023 Selection and Placement of Candidates to be Sent Abroad for Graduate Study (YLSY) Scholarship Program, 565 students were awarded scholarships. In 2024, 850 quotas were allocated in line with the requests received from 27 different public institutions and 81 different universities through the Council of Higher Education in order to determine the students to be sent abroad for graduate education within the scope of YLSY. Strategic fields were included in 619 of the quotas. The ratio of the quota allocated to strategic areas to the total quota was determined as 72.8. As a result of the applications and oral exams, 565 students were entitled to become YLSY scholars (MoNE 2024 Administrative Activity Report).
Internship Mobility
Student Internship Mobility, within the scope of Erasmus+ Higher Education Mobility carried out by the Turkish National Agency, allows students enrolled in a higher education institution to do an internship in an enterprise abroad. Higher education students from all levels and recent graduates can participate in the activity. In student mobility for internships, the sending organization must be a higher education institution with ECHE. The host organization can be a public or private organization operating in the labor market or in the field of education.
According to the Erasmus+ Program Guidelines, the duration of the activity is between 2 and 12 months for each level of study. Students can carry out the physical internship activity during the study period and within 12 months after graduation. In addition, under the new Erasmus+ Program (2021-2027), students may also undertake “blended mobility”, which includes virtual learning as well as physical mobility, or “blended intensive programs” may be used where appropriate. Teaching assistantships for student teachers and research assistantships for students and PhD candidates are also supported within the scope of internships. Internship activities can be carried out not only with program countries but also with third countries not associated with the program.
Academic and Administrative Staff Mobility

Staff Teaching Mobility
Within the scope of Erasmus+, which is implemented by the Turkish National Agency, staff teaching mobility is a field of activity that allows a staff member who is obliged to teach at a higher education institution with ECHE in Türkiye or a person working in a company to teach students at a partner higher education institution abroad. According to the Erasmus+ Program Guidelines, a staff mobility period may include both staff teaching mobility and staff study mobility. Teaching and study mobility can also be carried out as mixed mobility as in student mobility.
Staff Mobility for Study Mobility
Staff training mobility is an activity that allows any staff employed in a higher education institution with ECHE in Türkiye to receive training in a higher education institution, company or other relevant organization in one of the program countries. Within the scope of this activity, it is possible for the person to receive various trainings (such as on-the-job trainings, observation processes) in order to improve their skills in subjects related to their current job. Participation in conferences cannot be supported under this activity. A staff mobility period may include both staff teaching mobility and staff training mobility. This combined mobility is considered as a “teaching period”. Teaching and training mobility can also be realized as mixed mobility as in student mobility.
On the other hand, in line with the requests received through the Ministry of Foreign Affairs, lecturers are assigned in the Turcology chairs/foreign language departments of universities abroad or in Turkish cultural centers opened by our Embassies/Consulates General in order to teach the Turkish language through the InterMinisterial Joint Cultural Commission. As of January 2025, there are 155 lecturers in 42 countries.
