MoNE operates through central, provincial, and oversea organizational units. The Ministry is authorized to establish Missions Abroad, which currently include 60 educational consultancies, 31 educational attaché offices, and 2 permanent representation offices across 63 countries. These international offices use training programs developed by the central service units of the Ministry.

The central organization handles the preparation and management of operational and investment budgets (excluding building construction), allocation and monitoring of appropriations, personnel and cafeteria expenses, Electronic Document Management System (EDMS) payments, vehicle-related operations (insurance, maintenance, fuel, tolls), and budget planning for service building rentals and repairs. It also oversees travel allowances, medical payments for teachers and their families abroad, and subscription and consumption expenses for provincial units.

Management of Occupational Health and Safety Services in Schools and Institutions

Under Occupational Health and Safety Law No. 6331, MoNE provides structured occupational health and safety (OHS) services to its employees and students through its central and provincial organizational units.

These services are coordinated by the Director General of Support Services, who acts as the Employer Representative on behalf of the Minister. At the central level, the Department of Workplace Health and Safety, under the General Directorate of Support Services, is responsible for OHS. At the provincial level, there are 82 provincial workplace health and safety units (OHSUs)—including two in Istanbul, one for each continent— and 922 district workplace health and safety bureaus (OHSBRs).

The Ministry provides OHS services under the following key areas:

  • Planning, monitoring, and evaluating all activities in compliance with Law No. 6331 for employees in MoNE’s central and provincial units and affiliated schools/institutions.
  • Managing the First Aid Trainer Training Center and First Aid Training Centers in accordance with the Ministry’s OHS Circular No. 2014/16 and First Aid Training Services Circular No. 2020/3.
  • Appointing occupational physicians and safety specialists under OHS-Clerk contracts with employer approval.
  • Managing first aid and emergency response actions (accidents, fires, natural disasters), including protective, preventive, and corrective measures for buildings and annexes.
  • Implementing civil defense, mobilization, and protective security with trained personnel according to scheduled plans.
  • Coordinating the Ministry’s efforts in Environmental Management, Zero Waste, and Climate Change within its area of expertise
