Global and Intercultural Dimension in Curriculum Development
Within the EU programs, the Adult Education Program offers international and lifelong perspectives on adult education and contributes to the work carried out in this field in the country. While defining lifelong learning activities in the country, the Turkish National Agency emphasizes on providing opportunities for adults to acquire the knowledge and skills they need in their working lives in a world where knowledge is constantly renewed and lists Türkiye’s priority objectives as increasing the quality and number of cooperation between organizations involved in adult education across Europe, developing innovative adult education and management practices and supporting their dissemination. Ensuring the accessibility of adult education to people from different social groups and backgrounds, particularly the elderly and those who have dropped out of education without basic qualifications, is also among the priority objective.
Since 2004, the Turkish National Agency has been carrying out mobility and cooperation partnerships projects in order for adult individuals to acquire the basic skills and key competencies they need in lifelong learning processes and for adult education institutions to develop and renew themselves in accordance with the needs of the day in terms of institutional capacity and human resources. Within the scope of these project types, it is ensured that adults, adult trainers and training staff working in the field of adult education participate in education and training activities in different countries, make on-site observations, and especially through cooperation partnerships projects, it is ensured that new educational contents and tools developed and implemented in the field of adult education can be applied in their own institutions/organizations with the outputs obtained at the end of the projects.
Partnerships and Networks
Work on the international and EU dimension of education is carried out by MoNE, CoHE, the Ministry of Industry and Technology and the National Agency, the relevant institution of the Directorate for EU Affairs. Efforts to establish National Occupational Standards, which constitute a source for program development studies, have also been carried out in cooperation with the Ministry of Labour and Social Security and within this framework, the Law on Vocational Qualifications Authority was adopted by the Turkish Grand National Assembly in 2006 and put into force and the institutionalization process was initiated.
Within the framework of Bilateral Cultural Agreements, foreign governments provide scholarships to the Republic of Türkiye in the fields of undergraduate, graduate, doctoral, research and language scholarships. In this context, a total of 411 scholarships were allocated to the Republic of Türkiye by 15 different countries for the 2022-2023 academic year; 2,431 candidates applied for these scholarships. A total of 581 scholarships were allocated by 12 different countries for the 2023-2024 academic year. For the 2024-2025 academic year, a total of 551 scholarships were allocated by 14 countries and 2412 candidates applied for these scholarships (MoNE 2025 Budget Report).Within the framework of Bilateral Cultural Agreements, the foreign national student affairs and operations of Türkiye Scholarships granted by the Republic of Türkiye to Foreign Governments were transferred to the Presidency for Turks Abroad and Related Communities together with its budget as of 31/12/2012.
