Student Evaluation
The Regulation on Secondary Education Institutions of the Ministry of National Education regulates how measurement and evaluation is carried out in upper secondary schools. Teachers take the specific and general objectives and targeted skills, explanations and topics specified in the curricula as a basis when designing exam questions. Exams, performance studies, projects and applications are evaluated out of 100 points. The grades and scores are presented in the table below.

Two written exams are held in each course in a semester. However, in courses with six or more weekly class hours, a third exam may be held if the provincial class/area clerks decide to do so. Each exam for Turkish language and literature and foreign language courses is written and practical in a way to measure listening, speaking, reading and writing skills (Regulation on Secondary Education Institutions).
Central written exams may be held at district, province or country level. Except for practical exams at school level, it is essential that the exams of the courses taught in more than one branch are held jointly. The questions and answer keys of the common written exams to be held in schools are prepared according to the subject question distribution table and announced at the end of the exam. These exams are analyzed. Studies are planned to overcome subject and outcome deficiencies (Regulation on Secondary Education Institutions, Article 45/1-b). The objectives in the Individualized Education Program (IEP) are taken as basis in the evaluation of the success of students who continue their education through inclusion/integration (Regulation on Secondary Education Institutions).
Depending on the characteristics of the schools, apart from written exams, students do project and performance studies and seminars, conferences and similar studies for community service activities. Students are required to prepare at least one performance work from all courses in each semester and at least one project from each course in each school year. At the end of the semester, a report card is issued to report the success of the students.
The semester score, year-end score, year-end achievement score and graduation (diploma) score are determined out of 100. In order for a student to be considered successful in any course at the end of the school year; the arithmetic average of the two semester scores must be at least 50 or the second semester score must be at least 70 regardless of the first semester score (Regulation on Secondary Education Institutions).
Successfull Completion of Grade Level
The success of the students is determined based on the learning outcomes of the curriculum and the scores obtained from written exams, practical exams, performance studies and projects according to the nature of the course. Provided that there are two semester points from each course at the end of the school year; students who are successful in all courses, fail at most one course and have a year-end achievement score of at least 50 passes directly (Regulation on Upper Secondary Education Institutions).
At the end of the school year, students who do not pass their classes directly, provided that they have two semester points in each course; those with a year-end achievement score of at least 50 pass their classes by being responsible for a maximum of 3 courses they failed in the current class. However, those who have failed more than 6 courses in total, including lower grades, repeat the grade (Regulation on Upper Secondary Education Institutions).
Students who exceed the absenteeism period are considered unsuccessful regardless of their course grades. Those who fail to pass the class directly, with end-of-year achievement points or as responsible, and those who fail due to absenteeism repeat the class. Repeating a grade is possible only once during secondary education, except for the preparatory class. Students who repeat a grade for the second time during the education period are dismissed from school at the end of the school year and enrolled in a Vocational Education Center, Open Education High School, Vocational Open Education High School or Open Education Imam Hatip High School, taking into account the demand of the parents and students (Regulation on Secondary Education Institutions).
The evaluation of the success of students who receive education services at home or in hospital is made according to the evaluation criteria in the schools where the education program for which the student is responsible is implemented. Students are exempted from the courses not taught (Regulation on Upper Secondary Education Institutions).
In the event that education and training is suspended in all or part of upper secondary education institutions by the Ministry or by the local administrative authority based on the decision of the provincial/ district sanitation board due to reasons such as epidemics, natural disasters, unfavorable weather conditions affecting the general life in the district, province or country, students have only one semester score and the make-up program cannot be applied due to the continuation of the conditions that caused the suspension, the year-end score of the students is determined by one semester score (Regulation on Upper Secondary Education Institutions).
Certification
Those who graduate from upper secondary education institutions are given a diploma by the Ministry of National Education according to the type of school they have completed based on the records in the e-Okul/ e-Mesem system (Regulation on Upper Secondary Education Institutions).
