According to Article 37 of the Law on Vocational Education, MoNE “organizes vocational courses to prepare individuals who have left the formal education system and lack the necessary qualifications for employment, for positions offering employment opportunities in the labor market.” Law on the Literacy of Illiterate Citizens Outside the Age of Compulsory Primary Education regulates issues related to enabling illiterate adult citizens to become literate and to receive education at the primary school level (up to the completion of 4th grade).
Private miscellaneous courses, distance education courses, motor vehicle driving courses and private in-service training centers, opened under the Law on Private Education Institutions, provide education services for adults. Within private education institutions operating under miscellaneous courses, programs are implemented in the fields of vocational training and personal development.
Presidential Decree No. 4, which regulates the establishment of the Vocational Qualifications Authority, guides new regulations in non-formal education in Türkiye, particularly in aligning training programs with qualifications, occupational standards and the National Qualifications Framework.
The Regulation on Lifelong Learning Institutions sets out the methods and principles regarding the establishment, duties, management, education, training and operation of lifelong learning institutions affiliated with the MoNE. The Regulation also sets out the procedures and principles regarding the management, education, training, production, guidance, supervision and inspection of courses to be opened by other public and private institutions and organizations, municipalities, professional bodies, associations, foundations and voluntary organizations in cooperation with lifelong learning institutions outside the legislation on private education institutions.
