Appointments and Assignments
MoNE may establish or abolish work centers with the approval of the Minister in the provinces deemed necessary to provide guidance and inspection of the services it provides. These centers employ a sufficient number of chief inspectors, inspectors and assistant inspectors within the Board of Inspectors. The duties and powers of education inspectors are set out in the MoNE Regulation on Education Inspectors.
Education Inspectorate Competition Examination and Conditions for Appointment
Candidates to be appointed as education inspectors are subjected to a written and oral examination. For the candidates to be appointed according to KPSS results, only the oral exam is applied. In order to participate in the competitive exam, candidates must have the title of teacher or have graduated from faculties of law, political sciences, economics and administrative sciences, economics and business administration with at least four years of undergraduate education. The exams may be held together or on separate dates for those working as teachers in the Ministry of National Education and those who will be appointed to public office according to the results of KPSS or those working in other public institutions.
Conditions for Participation in the Written Exam
In addition to the general conditions specified in the Civil Servants Law, candidates who will participate in the written exam must have at least eight years of service in teaching and must be currently working as a teacher in the Ministry of National Education. For candidates without a teaching background, candidates are required to have graduated from relevant faculties and to have obtained the base score determined in KPSS. In addition, candidates must not be over 35 years of age as of January of the year in which the competition exam is held.
Qualifying Examination and Evaluation Process
The qualifying exam for assistant education inspectors consists of two stages: written and oral. Those who score 70 and above in the written exam are considered successful and are entitled to take the oral exam. The oral exam is held at least 20 working days after the announcement of the written exam results and the candidates’ knowledge of the legislation, their competencies in guidance, supervision, monitoring, evaluation, examination and investigation are evaluated.
Implementation of the Written and Oral Exam
The written exam is organized by the General Directorate of Measurement, Evaluation and Examination Services within the framework of the procedures determined by the Examination Board. The results of the written exam are announced on the MoNE website within ten working days at the latest from the date of the exam. Candidates who are successful in the written exam are invited to the oral exam, where they are evaluated on criteria such as level of knowledge, ability of expression, ability to represent, persuasiveness, general ability and openness to scientific developments.
Duties, Authorities and Responsibilities
Guidance, supervision, evaluation, examination, preliminary examination and investigation services of pre-primary, primary and secondary education institutions affiliated to MoNE are carried out by education inspectors. Education inspectors and their assistants carry out the duties of inspecting, guiding, monitoring and evaluating public and private formal and non-formal education institutions and private student accommodation organizations throughout the province.
Education inspectors are obliged to submit the reports they prepare as a result of their work to the Directorate of Inspection Board within 20 days. In comprehensive works, this period can be extended by giving additional time. In addition, inspectors are responsible for acting in accordance with the legislation in guidance and supervision processes, ensuring the training of assistant inspectors under their supervision, acting in accordance with the standards in the work carried out and fulfilling other duties assigned by MoNE. In this framework, the education inspectorate system is shaped according to the procedures and principles determined by MoNE and the guidance, supervision and evaluation processes of teachers and administrators are carried out effectively.
