Core Financing Principles
Non-formal education is financed by public funding, revenues from revolving funds, projects, protocols, voluntary donations, and grants. In addition, municipalities, foundations, associations, professional institutions, and sectoral stakeholders provide direct support to non-formal education by organizing public courses.
Fees Paid by Students
Adult education activities in public institutions are financed by the state. These activities are offered to trainees through training centers, and no fee is charged to the participants in return for the education and training services provided. In addition, trainees with special education needs participating in non-formal education courses benefit from free transportation services. All services provided by the private sector (provided by non-governmental organizations) are subject to a fee.
Financial Support for Adult Learners
The main source of financing for adult education is state funding. Adult students are provided with the opportunity to receive the education they want by MoNE, but no direct financial support is provided to students. As of 2024, the Directorate General of the Turkish Employment Agency pays a range of 196.17- 719.31 TL per day from the Unemployment Insurance Fund to participants in “vocational training courses” and “on-the-job training programs.”
Appropriation planning and allocation procedures for the physical infrastructure, equipment, and maintenance-repair needs of official institutions and centers operating for adult education are carried out by the relevant central units.
State Subsidies for Private Providers
Private institutions providing adult education are financially autonomous teaching institutions.
