Reform of education in Montenegro, initiated in 2001, treats adult education for the first time in a qualitatively new manner and in the same way as other segments of education system.
Adult education is normatively regulated by legal and strategic documents. Law on Adult Education regulates the area of adult education and learning. The Law defines the objectives and principles of adult education, types and programmes of adult education, adult education providers, adult education learners, adult education plan, etc.
The Adult Education Plan (2025-2029) defines the following priority areas:
1. Improving the quality of education programs,
2. Increasing the participation of adults in lifelong learning through improving the availability of educational offers,
3. Promoting lifelong learning,
4. Ensuring quality and monitoring the work of adult education organizers,
5. Creation of conditions for the inclusion of Montenegro in PIAAC research.
The key objectives of the Adult Education Plan are:
• accessibility and inclusiveness, which implies comprehensive access to education for all adults, including vulnerable groups,
• quality and relevance, i.e. focus on the quality of education in accordance with the needs of the individual and the labor market,
• lifelong learning through the promotion of a culture of continuous learning as a basic principle of development,
• social and economic development of Montenegro because education is the basic tool for strengthening society and contributing to economic and social development,
• flexibility is reflected in the adaptability of the education program to the different needs and interests of individuals.
