According to the Law on Adult Education, the organizer of adult education can be a school, a specialized organization for adult education, a driving school, an institution for accommodation and care of persons with special educational needs and another legal entity that has a working license.

Adult Education Providers

The Ministry of Education, Science and Innovation issued 135 licenses to institutions working in adult education. Most of the licensed organizers are private institutions, followed by secondary and primary education institutions and several higher education institutions.

The number of licensed organizers of adult education divided by region is as follows: central region of Montenegro - 87, in the northern region 31, and in the southern region 17 organizers.

Licensed organizers of adult education are educational institutions where, in accordance with legal regulations, adult education programs which lead to the acquisition of national professional qualifications, micro-qualifications, key competencies and knowledge and skills in various fields, are implemented.

Organizers of adult education receive a license to perform activities from the Ministry of Education, Science and Innovation according to the Rulebook on the procedure of licensing institutions in the field of education and in accordance with the education program.

The General Law on Education and the Law on Adult Education regulate the conditions in terms of programs, premises, equipment, resources and teaching staff that must be fulfilled by the institution in order to obtain a license to work in adult education.

The problem of lack of licensed adult education providers in certain parts of Montenegro (particularly in the southern region and some parts of the northern region) is obvious and it should be overcome, so as to ensure the principle of balanced provision and access to lifelong learning programmes on the territory of the entire country.

The assessment of the quality of licensed adult education providers is carried out by the Centre for Vocational Education in line with the Methodology for ensuring and improving the quality of educational work in institutions, which is adopted by the National Council for Education, on the proposal of the Bureau for Educational Services, or the Centre for Vocational Education.

Educators carrying out programmes of education

Adult education is carried out by teachers, teaching assistants, teachers, i.e. practical education instructors, lecturers, leaders and other professional workers, in accordance with the Law regulating the relevant field of education, educational program, i.e. program of education.

Educational programs providers who are hired by a licensed education organizer must be andragogicaly qualified. Andragogic training is obtained by completing the andragogic training program, which is adopted by the competent council, at the proposal of the Center for Vocational Education. After completing the training, the Center for Vocational Education issues a certificate of andragogic training to the candidate. Finally, upon their request, the Center for Vocational Education issues a certificate of andragogic competence to persons selected for an academic position at institutions of higher education.
