Early childhood education and care (ECEC) in Montenegro is an integral part of the education system and falls under the responsibility of the Ministry of Education, Science and Innovation. It is classified as ISCED level 0 and covers children from birth until entry into primary education (typically up to the age of 6).

Early childhood education and care (ECEC) is provided in public and private preschool institutions. Depending on the age, children attend nursery groups (up to the age of 3) or kindergarten groups (from age 3 to school entry).

The legal basis for home-based early childhood education and care (ECEC) has been established, however this type of provision is not yet implemented in practice.
