2.8Statistics on educational institutions

This section provides the most recent available data on the number of educational institutions from pre-primary to upper secondary education level (ISCED levels 0-3). Statistics on numbers and characteristics of higher education institutions can be found in the European Tertiary Education Register. A general overview of the categories of institutions providing publicly-subsidised adult education and training can be found in the chapter on adult education. The notes below the tables provide methodological explanations necessary for a good interpretation of data.

Terminology
The 2018 version of the Unesco/OECD/Eurostat Manual on concepts, definitions and classification can be consulted for the definitions of regular education (p.10); general and vocational programmes of education (p.19); as well as public institution, government-dependent private institution and private independent institution (pp. 24-26)

Notes

The educational institutions are counted in accordance with the legal entity approach.

Primary schools include ISCED 1 and 2 levels, as this is a single-structure education.

Secondary schools provide either general or vocational education, yet there are several combined schools where both general and vocational education programmes are offered.

In addition to 5 secondary music schools, there are also 9 schools that provide primary/lower music education. However, these schools can be attended on a part-time basis, as they do not offer general education provided in primary schools, so they are not included in the table above.

There are no government dependent private preschool institutions and primary schools. Furthermore, there are no private independent upper secondary music schools in Montenegro.

NOTE 1: out of 22 public preschool institutions, 2 are part of educational centers, 1 part of elementary school

The educational institutions are counted in accordance with the legal entity approach.

Resource centres are special institutions providing education for children with special needs who are not able to attend mainstream education. 

All resource centres are public institutions, therefore, there are no government-dependent or private independent resource centres.

Montenegrin Education Information System (MEIS) Database
In accordance with the General Law on Education, the institution maintains a database within the Montenegrin Education Information System (MEIS), which is managed by the Ministry of Education, Science and Innovation. The institution is obliged to submit, among other things, data on pupils (pupil success, holders of the diploma "Luca", pupil absences, external testing), employed teaching and other staff, holders of licenses for teachers, infrastructural condition of the facility, energy and water consumption, number of pupils who use transportation from home to school and back, distances of regional units from the school, no later than September 15 for the current school year, and data changes within seven days from the date of the change. Personal data entered in the database are collected, processed, stored and used for the needs of educational work of institutions and the Ministry, in accordance with the Law. All types of data collection, holding, processing, publishing and use are carried out in accordance with the Law governing the protection of personal data.

Since 2018, in addition to data on formal education, the MEIS database also records data on informal education, i.e. on adult education. This refers to basic information about the institution organizing adult education (name, seat, contact information, number and date of license, etc.), about programs for which the organizer is licensed, about employees, competitions and candidates, i.e. participants of adult education training programs.128 licensed adult education organizers are currently registered in MEIS. MEIS maintains data up to the level of university education.
