Montenegro

The Law on Higher Education defines the Academic Year and the Organization of Classes. Article 84 of the Law stipulates that an institution conducts classes during the academic year, which, as a rule, begins on September 1, in accordance with the Academic Calendar. Classes can be conducted in two semesters, each lasting 14 weeks.

The organisation of the academic year 2025 /2026 in Montenegro is as follows:

 

National Information

The Law on Preschool Education and Upbringing provides for the organization of interactive services, particularly in remote rural areas. These services are delivered through outreach activities, including home visits and aim to support families, provide guidance to parents and promote child development in areas with limited access to institutional provision.
 

The legal framework for home-based early childhood education and care has been established by the Law on Preschool Education and Upbringing. However, this type of provision has not been implemented in practice yet, due to the absence of operational regulations and limited institutional capacity for its supervision and quality assurance. 

Admission requirements and choice of ECEC setting

The admission procedure is regulated by the Rulebook on the manner, procedure and criteria for admission of children in preschool institutions. The admission is based on a public call issued by each institution according to available capacity. Applications are typically submitted within a 15-day period, either electronically or in person.

Place guarantee to ECEC

There is no legal guarantee to a place in early childhood education and care (ECEC) in Montenegro. However, increasing participation in early childhood education and care (ECEC) is one of the objectives of the Education Reform Strategy 2025 - 2035.
