Teachers’ remuneration is regulated by local authorities for pre-primary level and by top-level authorities for all other education levels.
The minimum qualification level for teachers is ISCED 6 for primary and lower secondary, and ISCED 7 at upper secondary level. However, most teachers have a ISCED 7 qualification in primary and lower secondary education. In addition, teachers must undergo a one-year induction programme, competitive examination, as well as pedagogy and subject-specific didactics (55 ECTS).
The salary progression of teachers depends on the number of years in service.
Pre-primary teachers (odgojitelji) are not public servants, but teachers (učitelji and nastavnici) in public schools are public servants and have the same level of rights as all civil servants.
