Teachers’ remuneration is regulated by top-level authorities for all education levels. For school heads position and motivation allowances are regulated at local level.

The minimum qualification required for teachers at pre-primary, primary and lower secondary level is ISCED 5. However, the majority of teachers have a master’s degree (ISCED 7). The new regulations on ITE, introduced in the 2019/2020 academic year, set the minimum qualification at ISCED 7 for newly qualified teachers who will enter the teaching profession starting in 2024/2025. For upper secondary level, ISCED 7 and teacher qualification are required.

Salary progression of teachers depends on qualification, seniority and grade scales. 

Teachers have specific status. They are employed based on The Teachers' Charter regulations, and are not subject of Civil Service Act.
