Teachers’ remuneration is regulated by top-level authorities for all education levels. For school heads position and motivation allowances are regulated at local level.

The minimum qualification required for teachers at pre-primary, primary and lower secondary level is ISCED 5. However, the majority of teachers have a master’s degree (ISCED 7). The new regulations on ITE, introduced in the 2019/2020 academic year, set the minimum qualification at ISCED 7 for newly qualified teachers who will enter the teaching profession starting in 2024/2025. For upper secondary level, ISCED 7 and teacher qualification are required.
