Education in Montenegro is primarily funded from public sources, with the state budget representing the main source of financing across all levels of education.

Public expenditure covers the majority of costs related to early childhood, primary and secondary education, including staff salaries, operational expenses and infrastructure. 

Private funding mainly consists of parental contributions and fees, particularly in early childhood education and higher education.
