11.3Quality assurance in adult education and training

Responsible bodies

In accordance with the General Law on Education, the Centre for Vocational Education carries out the activities of quality assessment and quality assurance of educational work in the field of vocational education. 

The Centre for Vocational Education performs the tasks of quality assurance and quality improvement of educational work of institutions, at least every four years based on the Methodology for quality assurance and quality improvement of educational work at institutions of vocational education and adult education.

Approaches and methods for quality assurance

Ensuring and improving the quality of the educational work of institutions, at least every four years, is performed by the Center for Vocational Education and the Bureau for Educational Services (external evaluation). The Methodology for ensuring and improving the quality of educational work in the institution is prescribed by the Ministry, on the proposal of the Bureau for Educational Services and the Center for Vocational Education.

When it comes to self-evaluation, the institution where adult education takes place should pay special attention to the following areas of quality:
• Management and organization,
• Teaching/learning and training,
• Achievements of students, i.e. participants of professional education and adult education,
• Needs of social partners.

External evaluation of the quality of educational work of institutions in the field of vocational and adult education is performed by the Center for Vocational Education, based on the Methodology for ensuring and improving the quality of educational work in vocational and adult education institutions. External evaluation of the quality of educational work in the institution can be regular or extraordinary. Regular evaluation of the quality of the educational work of the institution is carried out at least once every four years. Extraordinary evaluation of the quality of educational work is carried out as necessary and at the reasoned request of the parents' council whose justification is evaluated by the Center, i.e. at the request of the state administration body responsible for education affairs.

In order to improve the quality of adult education, an adequate system of monitoring and evaluating of education programs is necessary. The Center for Vocational Education prepares survey questionnaires for participants of programs for the acquisition of national professional qualifications and participants of programs for the acquisition and development of key competencies, which are submitted to the Employment Agency of Montenegro and the organizers of adult education. Questionnaires collect information about the quality of education programs and the quality of work of adult education organizers who implement them, all with the aim of improving them. 

Keeping records and documentation can significantly contribute to the effectiveness of monitoring and evaluation of adult education activities. That is why it is particularly important to regularly maintain an electronic database of adult education organizers within the Education Information System of Montenegro (MEIS), which is managed by the Ministry of Education, Science and Innovation.
