In accordance with the General Law on Education, the Centre for Vocational Education performs the activities of determining and ensuring the quality of educational work in the field of vocational education and adult education. The Centre performs the tasks of ensuring and improving the quality of educational work of institutions, at least every four years, based on the Methodology for quality assurance and quality improvement of educational work at institutions of vocational education and adult education.
Approaches and methods for quality assurance
In accordance with the General Law on Education, the adult education organizer is issued a license for a period of five years. The conditions for licensing adult education organizers are defined in more detail in the Rulebook on closer conditions for the establishment of institutions in the field of education, which provides a standardized and high-quality framework for the work of these institutions.
The Law on National Vocational Qualifications further strengthened the quality and validity of certificates. Instead of the knowledge verification being performed by the education organizers themselves, the Examination Center with licensed examiners is now in charge, thus guaranteeing impartiality and standardization. Licensed examiners from the list of examiners check the knowledge of participants in the process of acquiring key competencies. The recognition of foreign certificates has been arranged - the authority has been transferred from the education organizer to the Center for Vocational Education, which speeds up the procedure and ensures reliability.
The process of acquiring professional qualifications is regulated in more detail by the Rulebook on the method and procedure of assessment of knowledge, skills and competences in the process of vocational qualification acquisition and the Rulebook on the method and procedure of assessment of knowledge, skills and competences in the process of acquiring micro-qualifications, i.e. key competences, which regulates the method of evaluating the achievements of participants and ensures the objectivity and reliability of the assessment of acquired competences.
When it comes to self-evaluation, the institution where adult education takes place should pay special attention to the following areas of quality: management and organization, teaching/learning and training, student achievements, i.e. vocational and adult education participants, and the needs of social partners.
External determination of the quality of educational work in the institution can be regular or extraordinary. Regular determination of the quality of the educational work of the institution is carried out at least once every four years. Extraordinary determination of the quality of educational work is carried out as necessary and at the reasoned request of the parents' council whose justification is evaluated by the Center for Vocational Education, i.e. at the request of the state administration body responsible for education affairs. The team that evaluates the institution consists of permanently employed supervisors/external evaluators, i.e. supervisors/external evaluators at the Center for Vocational Education, as well as external collaborators-evaluators, who can be from educational institutions and institutions or from business. All evaluators, in addition to having certain work experience, must meet the minimum standards of competence for evaluators, as well as undergo a training organized by the Center for Vocational Education.
