10.3Quality assurance in adult education and training

Responsible bodies

Based on the law on VET, the institution in charge for approval of curricula of institutions of vocational education and training and institutions that conduct VET activities (including also Adult education and Training) is National Agency of Vocational Education, Training and Qualifications (NAVETQ) [Agjencia Kombëtare e e Arsimit Formimit Profesional dhe Kualifikimeve]. Based on Article 9 of the same law this agency is a dependent institution of Ministry of Finance. 

Approaches and methods for quality assurance

The NAVETQ has drafted the respective approaches and methodologies for quality assurance in this type of education. Instruction No. 16, dated 8.5.2018 "ON THE DEVELOPMENT OF SELF-ASSESSMENT IN VOCATIONAL EDUCATION AND TRAINING PROVIDING INSTITUTIONS" has defined the self-assessment methodology for vocational education. Every public institution that provides vocational education and training (VET) develops the institutional self-assessment process based on this instruction updated with Instruction No. 18 of July 2021. Non-public VET providers are instructed to carry out this process before an external evaluation is carried out.

The self-assessment of the VET provider institution aims to improve the quality of its service through analysis and reflection on achievements and opportunities for improvement. It includes all employees of the institution (director, teachers and support staff) and is carried out annually in 5 quality areas based on the “Guidelines for the self-assessment of VET providers”.

The stages of the self-assessment are:

a) planning the self-assessment process of the five quality areas by the directorate of the VET provider in accordance with the calendar approved by the AKAFPK;

b) selection of internal assessment instruments for each area, sub-area, indicator and criterion;

c) implementation of the self-assessment process and drafting of the final self-assessment report.

The assessment of VET provider institutions is carried out with the expressions “Very good”, “Good”, “Sufficient”, “Poor” and “No assessment”.
