Instruction no. 16, dated 8.5.2018, “On the development of self-assessment in institutions providing vocational education and training” has been revised. Ensuring high quality of educational services remains a priority for vocational education and training (VET) providers in Albania. Quality is a continuous improvement process, supported by reliable and proven quality assurance mechanisms, including accreditation and self-evaluation. In this context, the development of self-evaluation processes by VET providers aims to further enhance the quality and standards of VET provision. It is essential that the self-evaluation process (internal evaluation) is based on scientific, applicable, reliable and contemporary methodological approaches, which provide real data and create opportunities for reflection for management and pedagogical teams on strengths, weaknesses and opportunities for improvement, in relation to the fulfillment of the established quality criteria. This process contributes to the development of accurate continuous improvement plans, which are implemented and monitored in a sustainable manner. “Self-assessment” constitutes an internal quality assurance process, which is carried out by the VET provider itself, under its own responsibility, to assess the performance of the institution in accordance with the legislation in force and within the framework of the accreditation process, contributing to the continuous improvement of the performance and quality of VET provision.

Choose a Job
Within the framework of “Choose a Job” campaign was undertaken nationwide. Thanks to this campaign about 400 students more choose vocational upper secondary education instead of the general one.

INSTRUCTION No. 759, dated 30.9.2024
On the method of organization and activity, human resources management, composition of the development unit of institutions, providers of vocational education and training and continuous professional development of personnel, aims to establish mandatory rules for the organization and activity of public providers of vocational education and training by determining the methods of human resources management, including recruitment, training and development of personnel, as well as the composition of the development unit, including the roles and responsibilities of its members.
Registration from general upper secondary education to VET education is made easier
Thanks to a joint guidance between Ministry of Education and Sports and Ministry of Culture, Economy and Innovation all legal barriers that made it difficult to transfer studies from general to vocational education and training in upper secondary education are removed. This enables for students to orient themselves towards VET training even if they started general education.
Increase of registrations in VET schools
VET upper secondary education in Albania is attracting more and more students. Based on statistics VET students enrollments in 2024 have increased with about 10% compared to previous years. The government on the other hand as increased investments in infrastructure during 2024 for public upper secondary VET schools including improvement of school buildings, improvement of laboratories for specific subjects as well as improvement of dormitories of these schools.
Strategy on VET extended
The Strategy on Employment and Skills was extended until 2026. Such extension enables for better completion of respective objectives related to increase of the numbers and quality of vocational education at upper secondary level.
