Requirement for appointment

Based on the amendments to the Law on Pre-University Education:

The director of a preschool educational institution is appointed by the head of the relevant local self-government unit, after the proposal of two candidates who are evaluated through open competition by the evaluation commission.
The evaluation commission consists of a representative of the local self-government unit, the chairman of the board of the
institution, the chairman of the parents' council of the institution, a representative from the local education unit and a teacher elected by the teachers' council.

The candidate for director of a preschool educational institution must have at least five years of work experience as a teacher, be trained and equipped with the certificate of the director of a pre-university educational institution and not be part, after appointment, of the leading forums of political parties.
The head of the local self-government unit dismisses the director of a public preschool educational institution for violating the provisions of this law and its by-laws, as well as for violating the ethics and conduct of the institution.
The appointment and/or dismissal of the director of a private preschool educational institution is carried out according to the procedures determined by the institution itself in its regulations.

Also based on Article 17 of this law:
In a public educational institution, including a preschool institution, the admission and appointment of a teacher to a vacant job position is based on the principle of merit and the right to choose the educational institution.
The appointment of a teacher is made by the director of the educational institution, according to the ranking on the “Teacher for Albania” portal. The procedures for admission and appointment of a teacher to a vacant job position, as well as the administration of the
“Teacher for Albania” portal are determined by instruction of the minister.”

Conditions of service

The candidate for director of a preschool educational institution must have at least five years of work experience as a teacher, be trained and equipped with a certificate of director of a pre-university educational institution. In the Decision of the Council of Ministers No. 540/2018, dated 19.09.2018, “On the organization and functioning of the School of Directors of Pre-university Education Institutions and the manner of their training and certification”, all procedures for providing directors of educational institutions with a director’s certificate have been determined.

Based on that School of Directors of Pre-university Education Institutions performs the following tasks:
a) Assesses the training needs of directors of pre-university education institutions;
b) Determines the type of training, as a preparatory process for certification, continuous training and other training, and creates curricula and relevant programs;
c) Issues the relevant training certificate for the management of pre-university education institutions;
ç) Determines the selection criteria and selection of candidates, who are trained by the School of Directors of Pre-university Education Institutions;
d) Selects higher education institutions or other entities for the realization of the object of activity of the School of Directors of Pre-university Education Institutions;
dh) Monitors the development of training;
e) Offers continuing training or other training, through the contracting of trainers from higher education institutions or other domestic or foreign entities;
ë) Monitors the directors/deputy directors of pre-university education institutions in their workplaces, in their daily activities;
f) Creates a network of directors/deputy directors trained by the School of Directors;
g) Cooperates with foreign counterpart institutions and international organizations;
gj) Concepts, implements and monitors projects and activities in the field of pre-university education management;
h) Proposes policies and the development of studies, in cooperation with pre-university education institutions, for all phases that affect the quality of training and work of the director/deputy director of the
pre-university education institution, such as: the training and certification system of directors/deputy directors, the selection and employment system of directors/deputy directors, the professional development system, the performance evaluation system and work standards of directors/deputy directors.
