Besides normal schools in basic education there exist also special schools for students with limited abilities. The programme for such schools is done on a separate plan announced in the Guidance of ME for start of school year. Besides these types of schools there exist also schools for pupils from minorities which beside the normal subjects taught at school teach also the language of the respective minority situated in that area.

The inclusion of children with disabilities in special education institutions is generally temporary for them. The inclusion and integration of children with disabilities in regular kindergartens and schools of basic education is a priority.
Students with hearing, vision and communication disabilities are guaranteed the right to education in sign language, the right to use Braille, as well as electronic teaching aids, specialized in the function of their education.
A student with disabilities remains in specialized schools until the age of 19.

The Ministry, in cooperation with the local self-government and in consultation with parents and the commission, ensures the education of children with disabilities in one of two types of educational institutions, ordinary or specialized. There are currently two resource centers dedicated to special education.
