5.11Organisational Variations and Alternative Structures

 The “dual form of VET” is a type of vocational education and training provision that combines qualification in a VET institution with work and practical training in an enterprise, based on the provisions of an agreement between the employer and the employee (learner) and the VET provider.

Full or partial vocational qualifications can be obtained through the following forms:
a) attending school-based vocational education;
b) attending vocational courses, including professional internships in enterprises or other forms of practical learning;
c) registering as a student, being employed in an enterprise (dual form);
ç) recognition of prior informal and non-formal learning;
d) recognition of learning acquired abroad;
dh) other forms determined by law. The dual form of VET is provided in cooperation between employers and institutions responsible for VET. The main environment for obtaining vocational qualifications is the workplace, based on a contract between the employer and the learner (employee), in accordance with the provisions of the Labor Code. VET providers offer the opportunity to complete the learner's vocational qualification. Long-term qualifications, obtained through the dual form of VET, are part of the Albanian Qualifications Framework.

Assessments and examinations are carried out to determine whether learning outcomes have achieved the expected standards.
The types and standards of assessment are regulated by the National Agency for Education, Vocational Training and Qualifications, in cooperation with the social partners, and approved by the minister responsible for VET.
A young or adult learner takes an examination to obtain a professional qualification at a certain level of the Albanian Qualifications Framework (AKF), after completing theoretical and practical vocational education, according to the specific form of VET provision.
Examination committees include business representatives or experts with theoretical and practical experience in the professional field in question, according to the rules determined by order of the minister responsible
for VET.
At the end of level 4 of the AKF, the learner receives the State Vocational Matura.

Based on the Law on Pre-university education system education in distance is defined as a way of education  process where the teacher and student are not at the same place at the same time and is realized merely by assistance of communication and information technology. 

The same law grants education at home conditions in specific cases for all cases of basic education or for some of them. Education can be also conducted in non-school institutions such as for instance in the case of those students of school age that suffer a sentence in pre-prisoning institutions, institutions of sentence sufferings and institutions of social care.
