5.3Assessment in general upper secondary education

Pupil/student assessment

Student assessment is done through:
- continuous assessment
- summative test/task assessment
- curricular project assessment

Continuous assessment is based on teacher observations and judgments on oral or written responses, group work, discussions, and other student assessment techniques. The teacher grades the student in the logbook. He records at least 2 graded assessments for each period for subjects taught 1-2 hours per week and at least 3 graded assessments for subjects taught 3 or more hours per week.

The assessment with a summative test/task aims to measure the level of student achievement for the main learning outcomes for each period. The school administration, together with the teachers, manages the time for the development of tests or the development of summative tasks. The assessment of the test/task is reflected in the register in the relevant column.

In project-based assessment, the teacher plans and organizes a project that extends throughout the school year. The project can be subject-specific or interdisciplinary, and can be developed individually or in groups. The project grade is recorded in the appropriate column in the record.

The annual final grade is calculated by taking into account the percentage weights for grades IV-V and VI-XII for both continuous assessment and the assessment of the test/summary assignment or project.

External assessment of students is carried out through the basic education exam and the state matura exam. Students with disabilities take national exams in accordance with their characteristics. Test design, administration and evaluation in national exams are carried out by certified teachers. Their payment is made according to the by-laws in force.

Upper secondary education ends with the state matura exams. In the state matura exams, students take a number of common subjects and a number of elective subjects. All students have these three common subjects: Albanian language and literature, mathematics and a foreign language. Elective subjects are determined by instruction of the minister. 

Upper Secondary Education is assessed by State Matura exams [provimet e Maturës shtetërore]. It comprises tests in:

  • Math,
  • Albanian Language and Literature,
  • Foreing Language.

In compliance with the new law on higher education , universities examine and admit their applicants based on the average grade of Matura Exams and several criteria defined by them.  The Centre of Educational Services manages the database of average grades of Matura students. The Educational Services Center (ESC) is the only authorized institution in Albania that conducts the evaluation of all national exams and those for the certification of regulated professions. It cooperates with the universities and sends them the average grades of the applicants ’students. The universities select their students based on their selecting criteria. The entire process runs online.

Progression of pupil/student

The student does not pass a class in basic education where he/she has failed to pass at least three core subjects from the respective curricula.

Moreover, the student may not pass the class if he/she has missed without a reason a class for 20% of provided hours.

Certification

The document of completion of basic education is the basic education certificate, which is issued by the school principal after the student has passed the national basic education exams. The document of completion of upper secondary education is the state matura diploma, which is issued by the institution responsible for educational services after the student has passed the national, compulsory and optional state matura exams. At the end of each grade, the student is provided with a class certificate. The criteria for issuing the certificate are determined by instruction of the minister. The criteria and procedures for the equivalence of certificates and diplomas of students coming from abroad are determined by instruction of the minister. Students get marks transcript [dëftesë] every school year which is currently provided online at SMIP..The Regulation on the Use of the Pre-University Information Management System (SMIP) sets out the rules and procedures for information management in pre-university education in Albania. Purpose of the Regulation The Regulation aims to establish the rules for the use of new technologies in the pre-university education system, ensuring efficient information management and improving the quality of educational services. It is based on Law No. 69/2012 on the pre-university education system and the decision of the Council of Ministers No. 742, dated 3.12.2021, on the establishment of the state database of SMIP.
