The pre-university education system is based on the tradition of Albanian education, functions in accordance with the Constitution of the Republic of Albania, Albanian legislation in force and is developed according to the common values of contemporary educational systems.
In the Republic of Albania, the right to education is guaranteed to Albanian citizens, foreigners and stateless persons, without discrimination on the grounds of gender, race, colour, ethnicity, language, sexual orientation, political or religious beliefs, economic or social status, age, place of residence, disability or other reasons defined in Albanian legislation.
In public schools, compulsory education and upper secondary education are free.
In the activities of institutions of the pre-university education system, the interest of the student is paramount.
In the pre-university education system, human rights and freedoms in general and children's rights in particular are respected, protected and promoted.
In educational institutions, the principle of student inclusion is implemented. Every student is ensured the right to quality education, as well as equal opportunities for education.
Students from families in need, students with disabilities and those with learning difficulties are provided with special care, .
The activity of institutions in the pre-university education system and their employees is transparent and based on accountability to the beneficiaries of the educational service.
The pre-university education system operates on the basis of decentralization and autonomy of educational institutions.
In the pre-university education system, the right to organize students, teachers and parents is guaranteed to protect their rights, as well as to provide assistance in the smooth running of the institution.
The educational service is supported and evaluated on the basis of standards. The evaluation is internal and external.
Higher education institutions enjoy academic freedom, financial, organizational and personnel selection autonomy, in accordance with the legislation in force.
Academic freedom is guaranteed through the right:
a) to organize teaching, research and scientific activities, innovation, and creative activities;
b) to design and develop study programs and determine the fields of research and scientific activities;
c) to organize the process of promoting academic personnel.
3. Financial autonomy is guaranteed through the
right:
a) to generate legal income from teaching activities, research and scientific activities, intellectual rights, trademarks and patents, services, artistic and sports activities, and other economic activities, which are used in accordance with the legislation in force;
The right to pursue higher education is granted to all individuals who have successfully completed secondary education and who meet the admission criteria, as determined by the legal framework in force and by higher education institutions.
The state guarantees education also to individuals who meet the admission criteria for a first-cycle study program, an integrated study program or a professional study program, but who do not have the financial means to afford them.
Education is also guaranteed in these study programs to individuals who are recognized for this right by special laws.
