Albania - Teachers' salaries and allowances

Teachers' salaries and allowances

  • Teachers’ remuneration is regulated by top-level authorities.
  • The minimum qualification required to enter the profession at all education levels is ISCED 6. In addition, teachers are requested to pass a state exam.
  • The salary progression is based on number of service years and is reflected by yearly increase (2%) paid for a period not longer than 25 years.
  • Teachers do not have a specific status. The profession is regulated by the Professional Order of Teachers.

    School heads' salaries and allowances

    • School heads’ remuneration is regulated at central level by top-level authorities.
    • The minimum qualification required to enter the profession for school heads at all education levels is ISCED 6. In addition, school heads need to have 5 years of teaching experience.
    • Salary progression of school heads is based on years of service.
    • School heads are not civil servants.

      National Information

      With regard to alternative structures for early childhood education and care only kindergartens (kopshte) and nurseries (çerdhe) provide this type of education. There are no other variations or alternative structures in Albania.

       Based on the Law on Pre-university education system education in distance is defined as a way of  education  process where the teacher and student are not at the same place in the same time and is realized merely by assistance of communication and inform

       

       

      Bilateral Agreements

      Bilateral cooperation between Albania and European and non-European countries in the field of education is coordinated and implemented by the Ministry of Education and Sport. It is defined in bilateral agreements, programmes and protocols on cooperation. MoES is responsible for operational implementation of bilateral scholarships in the field of higher education.

      Albania receives financial assistance from the EU via IPA (Instrument for pre-Accession). IPA II provides budget support to help implement the Employment and Skills Strategy and Action Plan 2020. The related Sector Reform Contract contributes to the development and implementation of the AQF; performance indicators are formulated as follows:
