11.7Support measures for learners in adult education and training

Definition of the Target Group

The Law on Adult Education stipulates that adult education aims to include the most vulnerable population through various forms of education and learning in order to acquire their integration.

The General Law on Education stipulates that Montenegrin citizens are equal in exercising their right to education, regardless of nationality, race, gender, language, religion, social origin, disability or other personal characteristics. Foreigners granted temporary or permanent residence in Montenegro, as well as foreigners seeking international protection, persons with approved international or temporary protection and stateless persons are equal in exercising their right to education, same as Montenegrin citizens, as well as citizens of member states of the European Union, the European Economic Area and the Swiss Confederation and their family members.

One of the key goals of the Adult Education Plan 2025-2029 is accessibility and inclusiveness, which implies comprehensive access to education for all adults, including vulnerable groups, which means that the planned activities and programs will promote the inclusion of persons with special educational needs and those who are left out of the educational process.

Within the priority area: Improving the quality of education programs, the activity Development of education programs for vulnerable categories is defined and the target group are participants of education programs from vulnerable categories (persons with disabilities, long-term unemployed persons, training in prisons) and the elderly. Therefore, the abovementioned Adult Education Plan not only promotes inclusion, but also specifically includes measures and programs intended for vulnerable categories.

In accordance with the Law on National Vocational Qualifications, the form and duration of the examination, as well as the composition of the Examination Committee during the examination for the acquisition of a national professional qualification, are adjusted for candidates with special educational needs.

Special Measures of Support

The Employment Office of Montenegro implements active employment policies. Education and training programs are intended for unemployed persons from the Employment Office records and employed persons whose work has ceased to be necessary due to technological, economic and structural changes. These programs enable unemployed persons to increase employability and acquire employment, and to employed persons to maintain employment in conditions of economic, technological and structural changes at the employer. A participant in an adult education and training program can acquire a professional qualification or key competence, exercise the right to financial assistance, as well as reimbursement for transportation costs if he attends a program that is implemented outside of his place of residence.

Various programs for adults, especially unemployed youth, are offered through initiatives and projects that strengthen digital and professional competences, thereby improving their employability and social integration. For example, through the programs established within the Youth Guarantee, free IT training can be implemented. The Center for Vocational Education has also prepared specific programs for the acquisition of professional qualifications - Associate in Social Inclusion of Roma and Egyptians in education, which was adopted by the National Council for Education, with the aim of supporting the inclusion of Roma and Egyptians in various educational and student activities. Finally, the Education Program for the acquisition of the teaching assistant qualification, for persons who provide technical support to students with special educational needs, has been prepared.
