There have been no reforms. However, as of 2020 and beyond, following changes to the legal framework (Act No. 95/2019) licensed teachers may now move up and down all school levels from ISCED 0 through ISCED 2 levels. Regarding ISCED 3, more specific requirements are described for teaching in specific subjects.
