Policy paper on promoting and maintaining basic skills among adults
The Continuing Education Act stipulates that the federal government, in cooperation with the cantons, shall endeavour to enable adults to acquire and maintain basic skills. Basic skills are defined as the skills that an adult needs to be able to function in the world of work and in everyday life and to continue learning. To this end, the federal government may provide financial contributions to the cantons.
The Grundsatzpapier 2025-2028 [policy paper] defines the strategic objectives and sets out the key elements for implementing the Continuing Education Act.
