During February 2026, Bosnia and Herzegovina signed protocols on harmonizing the national qualifications framework (NQF) with European standards as part of the Berlin process. In March 2026, public hearings on the new Adult Education Act were held in the Republic of Srpska. Major newspapers include:
- Validation of informal learning: Introducing a system solution by which workers can test and officially confirm skills acquired through work experience, without attending full retraining.
- Digital register: Establishment of a unique database of participants and issued certificates in order to prevent abuse.                                                                                     In several cantons (including the Canton of Sarajevo and the Canton of Zenica-Doboj) at the end of 2025, new by-laws were adopted that define:
- Criteria for andragogy training: Teachers who work with adults must now undergo specific training in andragogy (methodology of working with adults).
- Dual model for adults: It is possible for the practical part of the retraining to be fully paid for by the employer, with the obligation of employment after completing the program. From January 2026, through the programs of the employment institute, subsidized advanced digital literacy courses and the basics of artificial intelligence were introduced in a number of municipalities, which are legally defined as part of lifelong learning programs.
