2026

In order to improve the procedures for the accreditation of higher education institutions and study programs and registration in the State Register of accredited higher education institutions in Bosnia and Herzegovina, the HEA adopted the following documents:
• Decision on amendments to the Decision on norms determining minimum standards in the field of higher education in Bosnia and Herzegovina
• Rulebook on Amendments to the Rulebook on Keeping the State Register of Accredited Higher Education Institutions in Bosnia and Herzegovina

The new Norms and Standards for the work of higher education institutions in the Canton of Sarajevo were adopted at the session of the Government of the Canton of Sarajevo held in March 2026. This document was adopted in order to ensure the consistent application of the Law on Higher Education and to more precisely define the conditions that faculties must meet in terms of space, equipment and teaching staff. 

At the beginning of 2026, new regulations were adopted at the university level (e.g. University of Bihać, University of Mostar) which further specify the recognition of diplomas based on learning outcomes and competencies, and not just on a mere comparison of curricula.

2025

The Ministry of Civil Affairs of Bosnia and Herzegovina has prepared a draft document "Action Plan on the Implementation of Key Obligations of the Bologna Process for the Period 2024-2027". The draft document was prepared in cooperation with the Information Center for the Recognition of Documents in the Field of Higher Education, the Quality Assurance Agency and the Rectors' Conference of Bosnia and Herzegovina.

2024

A strategy for the development of science and technology, higher education and information society in Republika Srpska was developed for the period 2023-2029. years and complies with the global goals of the "Europe 2030 for Sustainable Development", in which education, science, technology, research, innovation and digitalization are seen as a prerequisite for achieving the EU's sustainable economy, as part of the UN sustainable development goals. In doing so, this strategy also complies with the framework for the realization of sustainable development goals in BiH, as well as other sectoral strategies in Republika Srpska, primarily with the strategy of small and medium enterprises in Republika Srpska for the period 2022 -2027, Strategy for the development of the Republika Srpska Industry for the period 2021-2027. and with the Employment Strategy in Republika Srpska for the period 2022-2027.

The Center for Information and Recognition of Documents in the Field of Higher Education (CIP) has, through the project Mapping of Higher Education Qualifications for the Purpose of Automatic Recognition in the Region, developed the following documents: Map of Qualifications of the Countries of the Region, Analysis of Documents for the Purpose of Developing a Map of Qualifications of the Countries of the Region for the Purpose of Recognition in BiH, Handbook of the European Recognition Area (EAR)

The purpose of these documents is to promote and improve recognition procedures that will lead to facilitated/automatic recognition of foreign higher education qualifications, and to support digitalization in the recognition of qualifications.
