Governance and quality assurance reform in higher education

Status: Ongoing

Strategy / policy background:
The reform aims to modernise governance and strengthen quality assurance in higher education.

Description of the main measures:
Preparatory work on new legislation related to higher education governance and quality assurance is ongoing. This includes developments related to the functioning and strengthening of the Agency for Quality in Higher Education, which coordinates accreditation and evaluation processes.

In addition, the National Council for Higher Education has been established to support strategic planning and policy coordination in the sector.

Expected effects:
The reform is expected to strengthen governance, improve coordination and enhance quality assurance in higher education.

Strengthening research and innovation policy

Status: Adopted

Strategy / policy background:
The reform aims to strengthen the national research and innovation system and support cooperation between higher education institutions and the economy.

Description of the main measures:
A new Law on Innovation Activity, Scientific-Technological Development and Entrepreneurship has been adopted. The law introduces measures to support research, innovation and cooperation between academia and industry.

Expected effects:
The reform strengthens research capacity, innovation performance and cooperation between higher education institutions and the labour market.

2023

Тhe draft Decree for the determination of the scientific research fields of the third level (areas) are in progress, as a supplement to the two levels of the International Frascati Classification is in Government procedure as part of the process for its adoption.

Rulebook on determining professional and scientific titles, in accordance with the Law on Higher Education has been adopted in june 2023.

Public call for the selection of foreign experts for the implementation of external evaluation of higher education institutions and study programs was published on the Agency's website (with a deadline of 30 days) and Public call for the selection of students for the implementation of external evaluation of higher education institutions and study programs was implemented by the Agency for Quality of Higher Education (AQHE).
